泰国政府將免费向柬埔寨赠送4部火车头,为近期启动柬泰跨境载客火车服务铺路。

公共工程和运输部副国务秘书李文仁日前向媒体披露,配合柬泰铁路重新“衔接”,柬埔寨和泰国公共工程部將於近期在波比市举行庆祝仪式,届时泰国政府將会移交4部火车头。

他指出,有关火车头属於復新火车头,主要是作为载客用途。 

他称,柬泰政府希望可以儘快启动跨境载客和货运火车服务,让居住在边境地区的两国人民可以乘搭火车互访,以及协助两国商家利用火车货运来降低运输成本。

他强调,以泰国火车头推动的柬泰跨境载客火车,时速將比现有的金边至西港(南部干线)时速快许多。

获得柬埔寨铁路营运私营合约的皇家铁路(Royal Railway)是於去年柬新年恢復中断多年的载客火车服务,惟火车时速最快只能达到每小时30公里,从金边至西港(约190公里)快则费时7个小时,慢则8个半小时。

据瞭解,由於南部干线修復工程仍未完工,令火车行驶速度受到限制,当局和专家在检查铁轨情况后,规定安全时速不得超过40公里。

无论如何,政府计划於今年內把南部路线时速提高至50至60公里。

北部干线今年修復

柬埔寨铁路北部干线修復工程预计將於今年內完成,届时从金边至位於柬泰边境的波比市將“一路通”。

公共工程和运输部副国务秘书李文仁称,目前从波比至马德望“失纵”铁路重新铺设工程已將近完工,今年工程部计划修復从马德望至菩萨铁路路段。

“一旦上述路段修復工程完工,火车將可以从金边直通波比。”

北部干线修復工程原本属於亚洲开发银行援助项目,惟援助款项却在半途用罄,导致修復工程被迫搁置。李文仁补充,为了確保铁路修復工程能儘快完成,政府决定从国库拨出2000万美元,以接手剩余的北部干线工程。

根据资料,北部干线铁路修復工程主要划分为三个部份,其中金边至实居省巴登路段已修復;从巴登至马德望路段原本状况大致完好;惟从马德望至波比路段则“失踪”,必须耗费大笔款项重新铺设。

柬埔寨铁路因在內战时期遭受严重破坏,导致铁路服务中断多年,直到获得在亚洲开发银行提供逾6千万美元及澳洲政府提供2150万美元援助下,公共工程和运输部於2011年开始修建全长共600多公里的两条铁路干线,即金边至波比的北部干线,以及金边至西哈努克的西部干线。

目前,金边至西港的南部干线已恢復川行。

竹火车將被禁用

隨著北部干线即將通车,深受外国游客喜爱的“竹火车”(柬文称“Nora”),也即將走入歷史。

因內战而受严重破坏的柬埔寨铁路,自1970年代末便被废置,惟部份路段基本上完好,因此民眾自制“竹火车”,利用铁路载人和载货,並引起外国游客的好奇和宣传,使这种特殊的“交通工具”声名远播。

其中,介於马德望省城佳县的奥丹邦村,至卜迭棉芷省玛莱县奥沙佬村之间的铁路路段,便是外国游客乘搭“竹火车”的热门地点,而暹粒和嗊吥省部份地区也有“竹火车”存在。

然而,公共工程和运输部官员证实,一旦全长386公里的北部干线修復工程竣工和火车服务恢復川行,“竹火车”將被禁止使用。

当局强调,“竹火车”只是当地民眾自发使用的“暂时性”交通工具,其安全和技术规格没有受到当局检查和监督,因此当局决定禁止“竹火车”,也是基於安全考量。

无论如何,“竹火车”业者和当地民眾已向旅游部和省政府提出要求,希望能保留这种独特的交通工具,以吸引外国游客到马德望旅游。

从卜迭棉芷省(Banteay Meanchey)是士分市(Sisophon)连接波比市(Poi Pet)的铁路工程已竣工,而波比市至泰国沙缴府(Sa Kaew)也將兴建,將进一步带动柬泰跨境贸易。

公共工程和运输部铁路局局长李波文指出,由卜省是士分市至波比市全长42公里的铁路已竣工,而该局也將於今年杪举行招標会,以兴建剩余从波比市至泰国沙缴府阿蓝巴贴Aranyaprathet路段(6公里)。

“我们將动用国家资金,以完成卜迭棉芷省铁路路段。”李波文说,柬泰铁路將为货品运输提供便利,使货品可以直接从泰国进入柬埔寨,或是从柬运入泰国。

他说,因卡车超载问题,导致公路损坏不堪,令政府必须花费大量资金以修建。泰国首相巴育上週向泰国媒体透露,一旦柬泰铁路重新接通,將对两地边境经济特区的建立带来好处,同时也將惠及泰国的土瓦深水码头(Dawei)。

从是士分连接泰国阿蓝巴贴的铁路是於1970年因柬埔寨內战而中断。据商业部报告指出,去年,柬泰双方贸易金额约51亿美元,相比2013年46亿美元,增加11%。其中,今年首三个月,柬埔寨对泰国出口“翻倍”,达到2亿6100万美元,相比2013年同期,增加1亿3400万美元。

卫生部、观光与体育部于昨天(27日)联合召开新闻发布会,宣布携手通过举办美食街和果蔬市场活动促进国家旅游业发展,向游客展示泰国特色美食,计画在全国12个府治、17条主道路、13个果蔬市场展开。卫生部长比亚萨功、观光与体育部长果甘女士共同出席新闻发布会。

  比亚萨功表示,政府给今年的旅游主题定为「泰式旅游年」,卫生部、观光与体育部合作筹办美食街和果蔬市场促旅游活动,通过泰式美食文化吸引游客,打造美食街,提高路边摊食品卫生等级,让游客吃到既卫生又美味的泰式料理。  

这项活动将在全国12个府治推出,包括喃邦Lampang、难府Nan、碧差汶Petchabun、黎府Loei、武里喃Buriram、尖竹汶Chantaburi、哒叻Trat、叻丕Ratchaburi、夜功Samut Songkhram、春蓬Chumporn、呵叻Korat以及董里府Trang。  

比亚萨功说,目前已经达到食品卫生标准、获得卫生许可证的餐饮店和街边摊,不包括曼谷市的有超过13万家,占总数的87%。而卫生达标的果蔬市场有1000多个,占总数的86%。而加入美食街计画的餐饮店和街边摊,至少连续3年达到食品卫生标准5颗星或3颗星。  

果甘女士指出,独具特色的泰国美食有着很大的魅力,外国人对泰国美食也十分喜爱,这次的计画能让外国游客走进泰国本土市场,品尝街边美食,真正感受到泰国的风土人情。

春武里府芭堤雅市发言人玉哇提达女士昨天(24日)举办新闻发布会,公布芭堤雅市旅游活动项目,她指出为吸引更多游客在春节期间前来芭堤雅观光,该市将推出新一轮旅游活动方针。

玉哇提达女士表示,芭堤雅明天将举办「国际推床竞赛」,用各种材质制作成床或船,然后让人躺在上面,并分队把床推到终点。本次比赛的起点设在芭堤雅central festival商场进行,终点在南芭堤雅的女士步行街。她说,该活动已连续举办6年,活动现场十分气氛活跃,参赛者既能娱乐又能锻炼身体,许多外籍游客也积极参加活动。

她还表示,为保持芭堤雅市的旅游创收一直稳步直升,芭堤雅市不断推出新的旅游活动,同时也不断发展当地基础设施。而为迎接即将到来的春节,芭堤雅将与本月31日中国除夕在兰坡(lan pho)公园举办竞选「春节福娃」活动。

据悉,为推动当地消费,芭堤雅市即日起延长办理多功能卡(Smart card)时间,周一至周六从原来的早上8时半至下午4时,延长至下午6时或7时50分,而周日也不休息,但是服务时间为早上8时半至下午4时,截止时间为2月2日,详情咨询0-3825-3133-35。

玉哇提达女士还说,下月7-9日将在皇家克里夫度假村举办金融盛会,各大金融机构将向民众进行推介,包括汽车贷款、房屋贷款、教育基金贷款等。

春武里府芭堤雅市长逸他亚与MCOT公司昨天(19日)举办新闻发布会,指出将与本月25日至31日在南芭堤雅码头(廉芭力海码头)举办2014年倒计时活动。

逸他亚表示,芭堤雅市在该码头连续举办了6届新年倒计时活动,活动主办方包括芭堤雅市政府、MCOT公司以及泰国大众饮料公司(ThaiBev),预计届时将吸引80-100万民众及游客前来参加活动,创收超过2亿铢。

他说,今年的活动继承往年传统,将邀请明星上台表演助兴,还有歌舞团表演,以及放烟等。新年活动将从25日耶诞节开幕,连续庆祝7天,并在31日晚上倒计时,一起迎接2014年的到来。

芭堤雅市长还表示,从活动中可以展现芭堤雅市的旅游资源和潜力,让游客体验芭堤雅的繁华和独特,从而带动旅游创收。

THE TOURISM outlook for Koh Samet will be on a full recovery path by the end of next year after tourists gain more confidence in the island, which was hit by the oil leak on Ao Phrao beach at the end of July.

Chairat Trirattanajarasporn, chairman of the Rayong Tourist Association, said yesterday that the island was expected to see 10 per cent more tourism revenue next year. However, this scenario would be based on the continuing arrival of the island's regular foreign tourists from Scandinavia and Britain, and also new groups of Russians and Chinese.

More important, all parties will have to work together to restore tourists' confidence. Especially key foreign travel agents and media outlets must be invited to the island to receive on-the-scene information to improve its image.

About 700,000 tourists visit Koh Samet annually and 80 of them are Thais. Tourism revenue was projected at Bt4 billion this year, a slight drop from last year.

In Rayong province, of which Samet is a part, tourism was hit harder. The eastern province's tourism revenue was expected to drop to Bt20 billion this year from Bt22 billion last year when more than 5 million tourists visited the province.

Fortunately, the oil crisis hit during the low season, he said.

A subsidised campaign to lure tourists from other regions to visit the island launched by the Tourism Authority of Thailand (TAT), PTT Global Chemical (which was responsible for the oil leak) and tourism associations has helped offset the missing tourists.

This month, the average occupancy rate is 50 per cent, against 70 per cent during normal periods.

Its prospects for the long holiday next month and the New Year celebration are projected to be positive, but still far from regular times when rooms are almost all full.

Tourists are not staying at Ao Phrao, the area that was hit by the oil leak. Instead, they go to other beaches, especially Ao Wongduan and Sai Kaew. The island has 2,000 rooms to welcome tourists.

But Santi Chudintra, executive director of the TAT's eastern region, said the whole island was safe for tourists. Its scenery has been improved via a joint effort of all parties. It is ready to welcome tourists, and Ao Phrao was reopened officially on November 1.

From December 6-11, Rayong province will host a marine-travel festival to stimulate Hat Ban Phe and Koh Samet, with activities and seafood promotions. It is the 13th annual event and could revive the confidence of tourists.

泰国东方海洋渔业研究发展中心今天指出,遭漏油事件污染海滩的沙美岛,西岸奥普劳海滩外海的珊瑚礁还未受到浮油破坏。泰石油(PTT)子公司PTT全球化学(PTTGC)27日输油管破裂,油污扩散污染沙美岛海滩,让生态专家担忧,当地渔业与生态系统会受到破坏。  

据报导,东方海洋渔业研究发展中心主任本篮萨指出,2名潜水伕昨天已探查过离沙美岛西岸100公尺海面下7公尺的珊瑚礁,浮油没有伤害到珊瑚礁,但有些海胆受到污染。本蓝萨表示,东方海洋渔业研究发展中心后续将检查这区域是否还适合海洋生物栖息。  

地理信息空间技术发展局局长安侬表示,原油薄膜昨天开始扩散到其他区域,有些可能无法肉眼看出,但卫星照片可以显示,漏油事件短期可​​能不会有重大冲击,但长期可能会伤害生态系统,影响食物链。如果失控,浮油可能会再扩散到其他府治。他指出,卫星照片显示,大量浮油已被清理,但清理单位需要继续控制浮油,而不是一昧使用化学制剂分解。  

罗勇旅游协会主席查拉特说,被污染的澳抛海滩只是沙美岛其中1个海滩,并没有全岛受到污染。但查拉特表示,如果当局无法尽快清理浮油,恐怕会伤害全部的旅游业。  

能源部长蓬萨指出,原油泄漏可能是因为大雨与风暴,PTTGC已设立调查小组调查情况。他也指出,PTT方面将对污染与损害做出赔偿,并请专家检查环境受到的伤害。

Academics have predicted a grim scenario for ecological systems hit by the oil spill in the Gulf of Thailand, including those around Koh Samet's Ao Phrao beach.

"It's going to be difficult to rehabilitate the affected areas," Phaithoon Mokkongpai of Burapha University said yesterday.

About 50 tonnes of crude oil leaked from an offshore pipeline on Saturday, spilling into the sea off Rayong.

In a bid to break up the oil slick, some chemicals have been used.

Phaithoon said he believed the use of chemicals was not appropriate because the oil-affected areas were not in the deep-sea zone, and these waters did not flow easily to the open sea.

There was a risk that oil droplets formed through the use of the chemicals would sink onto coral and kill them, he said, adding that ecological systems would then suffer because young aquatic animals and plankton usually live around the corals.

Phaithoon predicted disruption |to the food chain and believed |the impact would become evident soon.

"Although micro-organisms naturally consume oil, they won't be able to handle [such a] huge amount of oil," he explained.

He said that apart from damage to ecological systems, the oil spill would hurt tourism, the economy and coastal fisheries too.

"This is a big incident," he said, adding that the spill would not have posed such a serious threat if it had happened out at sea.

"But when [oil] reaches the coastal zone, the impacts are serious."

Pichai Sonchaeng, a former dean of Burapha University's Marine Technology Faculty, said the oil spill's impact on natural resources was worrying to everyone.

He urged all parties to quickly determine the exact leakage point, the exact amount of leaked oil and the affected areas, and to develop a model to assess the impacts.

"Then we will have to plan how to rehabilitate the environment and come up with the quickest and best way to do it," he said.

Island may miss tourism revenue goal after spill

The tourism industry in Koh Samet looks set to miss this year's revenue target of Bt20 billion because of the contamination and bad publicity from last weekend's oil spill, and the tourism minister and operators on the island are calling for PTT Global Chemical to compensate the hotels affected.

Meanwhile, commercial banks will provide assistance to hotel operators affected by the spill, and some banks see this as an opportunity to offer working capital to such businesses.

Tourism and Sports Minister Somsak Pureesrisak said yesterday that the Cabinet had agreed that PTTGC should compensate those hotels that have lost business due to guest cancellations.

He also assigned the Tourism Authority of Thailand (TAT) to examine the situation and estimate the cost.

Rayong Tourist Association chairman Chairat Trirattanajarasporn said that so far 15-20 per cent of advanced bookings had been cancelled by tourists from South Korea and Europe.

A preliminary estimate of the damage to the tourism sector is between Bt100 million and Bt200 million, but if the problem is not fully contained, that figure could reach Bt1 billion, Chairat said.

Last year, the island saw tourism revenue of Bt16 billion, and that had been expected to reach Bt20 billion this year. However, he is not confident that target can be reached now.

He called for PTTGC to tell operators when it can contain the oil leak and finish cleaning it up. The company as well should deliver a message with clear details to the public to restore tourists' confidence in the island.

Call to cooperate

He also called for all parties to integrate their efforts to restore the damaged environment.

Annually, more than 5.5 million tourists visit Samet.

"We really want to inform tourists that only Phrao Beach on the island was affected by the crude-oil spill, and on the rest of the island, they can still swim in the sea," Chairat said.

A taxi driver told The Nation many tourists were still staying on the island and were not frightened off by the event. Most of them are Chinese, followed by Westerners.

However, a business operator said the majority of tourists, mostly from Europe and China, had cancelled bookings for Koh Samet after the oil spill. Pisanu Kemaphan, president of the Rayong accommodation club, said tourists were not confident in the clean-up operations for the oil spill, which has been reported worldwide.

"This will cause long-term damage," he said, urging all relevant government agencies, particularly the TAT, and the media to present positive views of Samet. He noted that 95 per cent of tourist attractions on the island had remained safe from the spill, which had hit only a tiny part of the western shore.

According to Jiratchayuth Amyongka, head of SME (small and medium-sized enterprise) banking at Thanachart Bank, the oil spill has seriously hit tourism on Koh Samet even though some beaches were not damaged. The hotel business might take months to recover because advance bookings have been cancelled.

He noted that this was low season and operators spent this period renovating and expanding in preparation for the high season in October.

The damage might mean some hotel operators require more working capital, which might be a chance for TBank to offer credit lines to refinance customers.

In general, banks will consider the ability of customers affected by unexpected incidents to repay debt, and will offer basic assistance such as grace periods and credit lines to help them, he explained.

泰国东部罗勇【Rayong】府海域本月27日发生的原油泄漏事件,泄漏的50多吨原油昨天(29日)漂到著名旅游胜地沙美岛,在该岛重的澳抛海滩登陆,洁净的沙滩被染成黑色。罗勇府署昨天公告将沙美岛列入受灾区域,游客望海止步,自然资源与环境部长威切亲自登岛督导除污。泰国国家石油公司(PTT)下属的全球化工公司(PTTGC)昨天(29日)向沉重致歉,承诺在8月1日前彻底清理油污并恢复海滨环境。  

海军第一军区昨天派直升机,在罗勇海域上空勘察海上油污扩散情况,发生泄漏的地方距离玛达普工业码头约18公里,油污厚度约30毫米,继续往外扩散至沙美岛澳抛和澳坎海湾。 PTTGC公司出动的轮船仍继续清除油污,泰国石油和海军工作人员也在受到污染的沙滩上清理油污,避免污染范围不断扩大和造成更大影响。  

油管向泰国罗勇府外海漏出的原油大约50吨,除了在海面上形成宽约300公尺的污染范围,还波及暹罗湾沙美岛的澳抛海滩,当局呼吁观光客远离这片海滩。澳抛是什受泰国与各国观光客喜爱的旅游区。罗勇府副府尹苏毕帕表示,当局已关闭澳抛湾,出动300名工人全力清理白色沙滩及海面上的油渍。他说:「当前的优先要务是清理沙滩及海面上的油污,同时确保油渍不会向其他沿岸地区扩散。这是一片非常美丽的白色沙滩。我们希望能够尽快清除油渍。」  

澳抛湾一家旅游业者的职员表示:「黑色的海浪昨晚开始卷至。至29日上午为止,沙滩仍然布满油渍。我们建议游客远离沙滩,部分游客并要求提早退房。」  

罗勇府商会副主席威洛表示,预计本次事件将沙美岛整个沙滩带来20%的损失,可称得上是30年以来最严重的海上原油泄漏事故,也是罗勇府原油泄漏最多的一次。而遭到污染的沙美岛沙滩属于发展较好的区域,如果本次事件没有获得很好的解决和复苏当地海洋环境,将给该岛的旅游业带来不小影响。  

针对本次原油泄漏事件给海域周边民众带来的影响问题,当地渔民组织已向PTTGC公司提出赔偿要求,认为该公司要对该事件承担全部责任,因为还事故对当地生态环境造成严重影响,导致渔业和旅游业蒙受损失。对此,PTTGC公司也于昨天公开致歉,承诺在8月1日前将油污彻底清理干净,并恢复受污染海域。而泰国海军昨天表示,已有效控制漏油,不可能再造成环境污染。  

【本报讯】PTT全球石化公司(PTTGC)于昨(29日)上报证交所,本月27日清晨6.50分发生的石油泄漏事故,导致罗勇玛达浦工业区东南20海里的海域遭到污染。泄露的原油量达316桶,折合5万公升。  

事故发生后,PTTGC立即进行处理。截止到昨为止,原油泄漏量降至5,000公升,公司还将持续清污。为此,PTTGC已经向保险公司申请索赔,包括生产延误、协力厂商责任等,但具体赔偿细节还在评估中。  

实际上,针对PTTGC今年七月份可谓多事之秋。公司于本月早些时间关闭其低密度聚乙烯(LLDPE)石油平台,维修出现问题的气缸增压系统,牵扯到主要的压缩机,维护计画要花费三个半月的时间。该平台年均可以生产30万吨低密度聚乙烯,停工检修将导致今年整体盈利损失2%。针对停工,PTTGC同样向保险公司申请索赔,细节有待敲定。  

PTTGC的股价未受到上述事故的过多影响,29日的收盘价为73.25铢,比前个交易日下挫1.01%,成交达8亿1,011.4万铢。

哒叻府【Trat】泰国艺术公共署负责人提腊昨天(15日)宣布,为遵循皇上陛下「自然与资源设计」的谕令,该府将开展「崇圣泰国海底雕塑」项目,在当地筹建以大象为设计造型的人工珊瑚礁。该海底雕塑作品于8月9日展出,直至9月20日,活动截止后,将把人工珊瑚礁沉至玛岛阿拉雅海湾以下8米的海底,形成特有的海底风景,以此促进当地旅游业的发展和当地民众的收入,并宣导保护自然的意识。

提腊表示,该项目耗资1000万铢,由国家级艺术家、建筑设计师等为雕塑做设计,由著名的良幸艺术家担任艺术负责人,以大象的各种形态为设计,采用特种钢制为材料,以保证各种海洋鱼类和珊瑚都能得到更好的生长。由于食用特殊材料,该鱼馆将可以持续使用50年以上。此次项目由当地政府与私营业者、当地民众共同合作,以建立民众和游客保护自然的意识,避免各种自然资源的灭绝,特别是珊瑚。

提腊说,之所以采用大象作为珊瑚礁造型设计,不仅仅是因为大象是泰国的国宝,该独特的设计还能吸引大量想到海边旅游的游客,既能减少游客对珊瑚的伤害,还能为珊瑚的自我恢复提供时间,以保护珊瑚。

Pattaya officials talk green to draw in tourists

An ambitious 10-year plan to make the seaside resort a world class "greenovative tourism city" has been launched by local authorities at a cost of 646.7 million baht.

The money, now being sought from the central government, will fund 34 projects under a development master plan, Mayor Ittipol Khunploem said yesterday.

Mr Ittipol said the projects will come under a scheme called "Designated Areas for Sustainable Tourism Administration [Dasta]" and will cover other local adminstrations.

Of the 34 projects, 13 worth 253.7 million baht will cover Pattaya city with the remainder costing 393 million baht involving development projects in nearby areas.

Mr Ittipol said the plan, which runs from 2012 to 2022, envisages Pattaya as a world class "greenovative tourism city".

Last year the cabinet agreed to set aside 15 billion baht to help with the city's plans which seek to improve public transport services and utilities, develop new tourism destinations and amend laws relating to zoning of entertainment venues.

Dasta director Nalikatibhag Sangsnit said the thinking behind the plan is to ensure the city can cope with tourism growth in the next 10 years.

Projections for Pattaya envisage the number of foreign and Thai tourists doubling in the next decade, while tourism revenue is estimated to rise from 68 billion baht to 300 billion baht a year.

Col Nalikatibhag said the cabinet had resolved to turn Pattaya city into a special zone for sustainable tourism.

The plan covers 928.47 square kilometres of Pattaya city and eight other areas: the municipalities of Nong Prue, Bang Lamung, Takhian Tia, Pong, Huay Yai and Na Jom Thian, plus tambon Nong Pla Lai and tambon Khao Mai Kaew.

崇圣国际焰火节 16日芭堤雅登场

国防部与其他政府部门以及民间组织合作,准备举行第5届崇扬圣德国际焰火节,活动将在春武里府芭堤雅【Pattaya】海滩地区举行,举办时间为在本月16 -17日的下午2时至晚上11时,欢迎民众免费观赏焰火。

国防部部长育塔萨表示,本次崇圣国际焰火节比赛活动是由国防部、春武里府巴堤雅县、泰石油有限公司共同举办。目的是向皇上陛下和皇后殿下展示民众忠心爱国和对皇室的忠诚。育塔萨表示,皇上陛下和皇后殿下,无论国家遇到什么样的困难,他们都能够带领泰国人民获得幸福。特别是在这次水灾中,皇上陛下一直关心水情的发展,并竭尽全力帮助水灾民众。


至于这次的国际焰火节共有9个国家前来参赛。包括,丹麦、德国、义大利、美国、澳大利亚、中国、日本、阿拉伯联合大公国以及泰国。这次的焰花节比赛上,将使用7发24寸的烟火,代表着皇上陛下已经走过7个12年。烟花节上还将燃放宽度达到3公里的烟火。届时还将举办图片展,民众可以将与崇圣有关的图片拿来参加比赛,比赛奖金超过15万铢。

大象岛吁政府续推动旅游特区

泰国东部哒叻【Trat】府大象岛【Koh Chang】县署政府计画发展该县成为特别经济区及旅游中心,迎接4年后的东盟经济共同体。

哒叻府大象岛县副县长威奈昨天(17日)透露,全球经济的衰退导致外国游客来泰旅游的人数有所下降。据观光及体育部报告显示,今年上半年来泰旅游的外国游客总计有1900万人,其中约30-40万人到大象岛观光,促使预计今年到大象岛及周边地区的外国游客人数将达100万人。


由于大象岛拥有美元专用区,促使每年的收入超过10亿铢。另外,特别旅游地区可持续发展管理机构曾于2004年将象岛规划成旅游经济特区,但由于政府的换届,导致该计画停止实施。因此希望政府加速恢复该计画的实施。


威奈指出,东盟经济共同体将于4年后正式成立,促使东盟成员国家融为一体,届时只需要一本护照就能在盟内10个国家自由来往,且无需签证。所以将刺激泰国各地旅游业的增长,包括大象岛等,因为从大象岛能够就近前往柬埔寨、越南及其他邻国。因此,大象岛有望成为将来东盟地区的旅游中心。


威奈透露,虽然象岛是一个知名的旅游地区,但因受经济影响以及岛内各方面的设备的老化,导致该地的旅游业难以稳定增长。为此,大象岛县署政府及业主将携手推动岛内旅游,促使各方面都达到标准水平。


另外,目前大象岛在基础设施方面也同样存在问题,例如马路过窄且严重受损,以及马路还无法围绕整个岛等,但地方政府没有足够的预算来解决这些问题,为此希望得到政府重视以及急速给予解决方针。
