素叻他尼府苏梅岛计程车协会向当地相关部门承诺,在搭载乘客时司机愿意使用计程表,但希望将计费标准调整为前2公里100铢,之后每公里收20铢,堵车情况每分钟收5铢,因为苏梅岛上的油价比其他地方贵。

苏梅岛旅游警署署长比亚攀昨天(7日)透露,苏梅岛旅游警察指挥官命令苏梅岛旅游警署赶紧解决计程车司机载客不打表问题,因为曾多次接到游客投诉,称计程车司机收费过高,旅游警署展开调查后发现该情况属实,如果长期放任不管,会严重影响苏梅岛的旅游形象。旅游警署为解决该问题,与素叻他尼府运输办事处、苏梅岛警署以及计程车业者代表开会讨论解决办法。

苏梅岛计程车协会在会议上总结,苏梅岛地区比较特殊,投资成本比其他地区高,特别是油价每升高出2-3铢,如果用计程表计价一定会亏本。因此提议将计程车收费标准调整为前2公里收100铢,之后每公里收20铢,如果堵车计程车无法移动,则每分钟收5铢。

如果当地相关部门接受以上提议,苏梅岛计程车协会将组织计程车司机调整收费标准,尽快在本月23日完成并展开试行工作。如果各相关部门通过上述提议,则提交给政府部门审核。如果公布采用新收费标准后还有计程车司机不打表,则按照法律处理,避免影响当地旅游形象。

素叻他尼府(Surat Thani)素苏梅岛(Koh Samui)码头办事处提醒客船业者,出海时要做好各项保护游客安全的措施。气象台天气预报提醒,泰国湾风力强劲,海浪变凶猛,小型船只禁出海。指船只业者要及时关注气象台天气预报的消息,以及苏梅岛码头办事处发布的通知。

苏梅岛地区码头办事处负责人阁里叻,于昨天(31日)前往苏梅岛县码头检查码头客船的安全防范措施,这些船只包括有从其他地方抵达苏梅岛、帕岸岛和龟岛的船只。他说,据气象台天气预报通知,近期在泰国湾出海的客船要特别注意各项安全保护措施,因泰国湾的风力渐加强,离岸浪高大约2-3米,为此提醒各客船业者在行船中要特别注意保护乘客的生命安全。

苏梅岛计程车启动 起跑100铢

泰国旅游重镇苏梅岛12日启动岛上计程车服务,有600辆计程车上路提供服务,而起步价为100铢,不包括提供服务的路程计费。

素叻他尼府苏梅岛县县长派汶12日主持苏梅岛计程车上路服务启动仪式,宣布有600辆新计程车在苏梅岛上提供载客服务,而计程车的计程表从50铢起跳,乘客还要额外支付50铢的服务费,以及按照载运路程计收费用。

派汶指出,从当天起,苏梅岛上的TAXI全都启用计程表,按表计费以确保服务公道,避免的士司机向游客漫天要价。加入该项目的计程车有600辆,在车旁有贴纸,说明是真正的计程车。同时,该县与计程车业者开通1155热线,以接受乘客投诉计程车服务不良问题,或者拨电话至0-7741-4231 也可透过电子邮箱投诉计程车服务toc_samui@hotmail.com。

The junta yesterday lifted curfew in the key tourist destinations of Pattaya, Koh Samui and Phuket to ease the atmosphere there and reduce the fallout on the local economy. However, curfew has been maintained in other areas, including the capital, between midnight and 4am.

Yesterday's announcement was welcomed by the tourism industry, a key component of the Thai economy.

Piyaman Tejapaibul, president of the Tourism Council of Thailand (TCT), said the move would enable a faster recovery for the tourism sector. He said tourists would return to Thailand, especially from short- and medium-haul markets such as India and Australia and other Asian nations as they love to visit the beach resorts in southern Thailand. More weekend travellers are also expected to be back in the Kingdom.

The Council urged the military to also lift curfew in some other destinations like Hua Hin-Cha-Am as well as Bangkok.

"We see some positive signs for tourism. The move will rebuild the country's image and also restore tourist confidence," said Piyaman.

The Council and the Tourism Authority of Thailand (TAT) will announce this development to 400 travel operators scheduled to attend an annual tourism event - Thailand Travel Mart (TTM) Plus - scheduled to begin in Bangkok today.

The tourism sector also hoped that foreign governments would withdraw travel advisories to their citizens, to benefit Thai tourism during this low season.

The curfew was imposed on May 22 when Army chief Prayuth Chan-ocha staged the coup against the caretaker government after attempts for a negotiated settlement between the then government and anti-government protesters failed. The original curfew timings of 10pm to 5am were relaxed last week for the convenience of people who work night shifts and who have unavoidable business.

The junta has set up reconciliation centres nationwide to bring people of different political views together for national unity and reform.

Meanwhile, the junta continued to summon activists, academics and those the authorities considered as anti-junta to report themselves. Many were detained for a week and the junta said yesterday that 90 per cent of the detainees have been released.

The National Council for Peace and Order yesterday appointed assistant Army chief-of-staff Lt-General Kampanart Ruddith as director of the Reconciliation Centre for Reforms, the spokesman of the Internal Security Operations Command (Isoc) said.

Isoc spokesman Colonel Banphot Poonpian said the centre would comprise a head-office committee and four regional committees, which will be formed by the four Isoc regional offices,

The centre would carry out its operations in three stages, the spokesman said.

In the first stage, the centre would invite representatives from all parties to form a working panel, which would then draft a framework for the four regional panels to implement.

The second stage will be implemented in June and focus on the centre and regional offices gathering information and opinions from people concerned.

The third stage will follow in July when the centre and its regional offices will implement the compiled information.

Banphot said the Interior Ministry has also ordered all provincial administrations to set up provincial centres to assist the operations of the Reconciliation Centre for Reforms.

The provincial centres would facilitate all groups to help in the reconciliation efforts, Banphot said.

The operations will be supported by civilian officials, police and military officers and will be also carried out through existing mechanisms, such as the district-level mediation offices and local administrations.

泰国军政府昨天(3日)公布第52号公告表示,结​​束上月军事政变后对3座主要旅游胜地芭堤雅、苏梅岛与普吉岛的宵禁措施,以免冲击观光业,但其余地区仍维持宵禁。

Engineers restore power on Samui, Phangan

Electricity is back on Koh Samui and Phangan after engineers spent the night successfully restoring electricity, reports said.

Having been without power for three days, residents and tourists on the two islands in Surat Thani woke up with electricity back on at their homes, hotel rooms and businesses.

Channel 3 reported that power was restored at 4am on Friday, two hours after engineers tested the line connecting the islands with Surat Thani's mainland. The repairs finished at 2am, it added.

No officials were available for comment but short messages sent to the TV station from Koh Samui and Koh Phangan confirmed the report.

Surat Thani governor Chatpong Chatphut declared the two islands a disaster zone after engineers failed to restore electricity on Thursday.

He said the would allow the province to spend an emergency budget of 50 million baht to help people affected by the prolonged power outage.

The governor also ordered the setting up of a temporary kitchen to prepare food for people and sent trucks with equipment to produce potable water to areas where water production had been been halted.

A team of engineers on Thursday continued replairs to the underground high-voltage cable, after spending the whole of Wednesday night trying in vain to restore power.

The electricity supply to the island was cut completely on Tuesday because of a rupture in a section of a 30km-long cable at tambon Taling Ngam in Samui district on the island.

The repairs could not be rushed as engineers had to make sure the work met international safety standards, said Wattana Phaekun, chief of the Provincial Electricity Authority's (PEA) customer service section for the South.

The repair work is 85% completed and officials were expected to be able to start supplying electricity by noon today, he said. The new deadline was the third after two previous delays.

Despite the assurance, provincial officials were sending power generators to the islands to meet emergency demand.

Koh Samui and Koh Phangan's hospitals can care for patients and tourists because the hospitals use generators, permanent secretary for public health Narong Shamethaphat said.

However, foreign tourists on Koh Phangan have mostly left after telecoms, restaurants and souvenir shops closed because of the blackout, Wanni Thaipanich, chairwoman of the Koh Phangan tourism promotion association, said.

Thanongsak Somwong, chairman of the Koh Samui tourism promotion association, said foreign tourists are sensitive about this kind of problem. "The blackout is expected to cause at least 12 billion baht in damage to tourism on Koh Samui," he said.

Acting PEA governor Namchai Lowatthanatrakun said the power cable rupture resulted from a surge in electricity demand from the high tourism season this month.

The PEA plans to start supplying electricity to the islands through a new underwater cable in March next year that will provide up to 200 megawatts of electricity, said Mr Wattana.

素叻他尼府【Surat Thani】策划提升旅游大计,拟将苏梅岛【Koh Samui】开发为「健康休闲旅游中心」,以「绿色旅游」打造苏梅岛新形象,锁定苏梅、帕岸和龟岛三大旅游著名岛屿同时努力开发新旅游景点和线路,举办国际活动扩大知名度,和加强市场行销开拓马来西亚、中国和印度市场游客。

素叻他尼旅游与体育局长帕洪硕透露,商界共谋提升素叻他尼旅游地位大计,素叻他尼府今年旅游收入预计达320至330亿铢水准,府内三大著名旅游岛屿苏梅岛、帕岸岛【Koh Phangan】和龟岛【Koh Tao】的预期游客数字分别为130万、70万和30万,合计可创造旅游收入230亿铢,占全府旅游总收入70%比重,但增幅表现为缩减。


帕洪硕局长表示,今年旅游业发展的主要策略为推出新旅游景点和线路,将游客从三大岛屿分流到其他地点,如将叻差巴帕水库开发为生态旅游区;推动发展苏梅岛成为健康旅游中心,和配套医疗旅游中心,通过举办健康休闲业活动加大对外宣传,如今年8月18至22日举办水疗(SPA)展览会,将大力推出泰国四部域风格的水疗服务为卖点。此外,还邀请义大利、日本的水疗休闲服务经营者出席展览会。


通过发展苏梅岛健康休闲业,希望将上岛游客逗留平均4天的纪录改写为2至4周,配合这个发展计画已经吸引10家医院参与。今年府拨出2,000万专案预算,2013年将继续投入4,000万预算来打造苏梅岛的健康旅游业;推动将苏梅岛旅游定位为「绿色旅游」来进行市场行销,加强对旅游从业经营者及服务员进行「绿色旅游」观念培训,提倡环保减少消耗能源以降低成本20%至30%,并以此为卖点进行市场行销;大力组织各种活动,包括府级和国际级活动,如4月22日将举办​​2012年苏梅铁人三项体育竞赛,除扩大苏梅岛影响外还可增加2,000至3,000游客,预计此项活动可为苏梅岛带来约1亿铢旅游收入。

苏梅岛促进旅游协会顾问舍尼表示,苏梅岛旅游经营者除了持续参与不同规格的旅游推广与促销活动外,还将调整游客市场开拓计画,努力开发马来西亚、中国和印度游客,通过不懈的努力和增加开通承包专线航班,估计今年中国游客可望增长40%至50%。


今年3月苏梅岛上洪水和去年底曼谷特大洪水影响游客市场,预期今年苏梅岛游客可增至100万,其中来自北欧地区游客约60万。尤其是俄罗斯和乌克兰游客增长可达30%至40%,但同时西欧游客减少约20%;泰国游客预计约40万。而德国游客是苏梅岛旅游市场的新兴来源,目前已达15万。

国家观光局素叻他尼办事处主任帕努表示,今年素叻他尼府宋干节旅游呈热闹景气,海边和陆上旅游地点均会出现大量国内游客和欧洲、亚洲游客,尤其是大批马来西亚游客将前来旅游观光。曼谷航空公司的航班从平时每天20班增至30班,以满足宋干节游客增加的需求。


帕努主任表示,苏梅岛【Samui】、帕安岛【Phangan】和龟岛【Tao】宾馆度假村显示的最新订房率达90%,素叻他尼府城内的宾馆酒店订房率达60%,考硕山自然保护旅游区订房率达80%,巧兰水库旅游区各个酒店客户已经被预订一空,估计今年宋干节素叻他尼府资金流量将不少于2.5​​亿铢。

SilkAir to fly to Koh Samui

SilkAir, the regional wing of Singapore Airlines, said on Wednesday it will begin flights to Koh Samui, Thailand from September 27.

Koh Samui will be SilkAir's third destination in Thailand, after Phuket and Chiang Mai.

The new services will be operated with the Airbus 319 aircraft, and scheduled three times a week on Tuesdays, Thursdays and Sundays.

Bangkok Airways will be the codeshare partner on these flights, according to a joint statement by SilkAir and Bangkok Airways.

SilkAir will also codeshare on Bangkok Airways' daily evening services between Singapore and Koh Samui, providing customers with more flight options.

Currently, Bangkok Airways operates a daily non-stop service on this route.

SilkAir's chief executive Marvin Tan said: "Our codeshare arrangement with Bangkok Airways will enhance the connectivity between Singapore and Koh Samui and offer our customers more convenient connections and flexibility when planning their holidays."

Peter Wiesner, Bangkok Airways' senior vice president for network management, said: "By having a codeshare arrangement on the Singapore-Koh Samui route, it actually allows us to drive more traffic into Koh Samui.

"We are planning on capturing traffic from Singapore as well as through traffic from long-haul routes connecting from a major aviation hub like Singapore Changi International Airport."

In addition to the Singapore-Koh Samui route, Bangkok Airways also codeshares on SilkAir's Singapore-Chiang Mai and Singapore-Phuket routes, while SilkAir will codeshare on Bangkok Airways' Bangkok-Koh Samui, Phuket-Koh Samui and Chiang Mai-Koh Samui routes.

泰国南部连绵豪雨所引发的水灾和土崩至今已造成至少21人丧命。该地区的火车服务已被取消,三座机场关闭,大约1万5000名游客受困于苏梅岛等著名的度假岛屿;泰国海军出动唯一的航空母舰参与营救行动。
