Deadly Hat Yai fire 'sabotage'

A car bomb is believed to have caused the fire that killed five people at a Hat Yai hotel and sent more than 300 to hospital on Saturday.

It was fairly clear that the blast was caused by a car bomb, according to evidence found at the scene, said Surin Weerasook, a mechanic (professional level) with the Region 12 Disaster Prevention and Mitigation Office, who led an inspection team to examine the cause of the explosion.

Four men and one woman died in the fire, Songkhla Governor Grisada Boorach told AFP. He said 336 people were injured, of whom 28 were in hospital.

Hat Yai mayor Phrai Phatthano reportedly admitted that the fire was caused by sabotage on the underground floor of the five-star Lee Gardens Plaza Hotel. However, he urged all sides to wait for an official conclusion on what caused the blaze.

The fire broke out just after a series of blasts in the commercial heart of Yala killed 10 people and injured more than 100, on one of the deaadliest days of the protracted southern insurgency.

Mr Surin said explosives had been hidden in a car parked on the underground parking floor, B2 of the 33-storey Lee Gardens in Songkhla province’s business and shopping hub.

The force of the blast tore the car to pieces and debris penetared the hotel's first floor located three floors above.

About 10 cars parked on B4 were also heavily damaged.

Mr Surin’s assumption coincided with TV news footage showing that explosives ordnance disposal (EOD) police had collected objects believed to be explosive devices at the scene.

Charred remains of five human bodies, one of them a woman, were found on separate underground floors of the hotel. Between 300 and 400 people were injured, mostly suffering rom smoke inhalation, burns and injuries from broken glass and falling debris, Mr Prai said.

Initial reports indicated that the fire was caused by an explosion in the five-star hotel’s gas pipeline system, and officials denied reports of a car bomb.

Songkhla Provincial Administration Organisation president Udon Uthit Choochart told Thai PBS television shortly before 6pm that emergency fire and rescue teams had used cranes to evacuate all people stranded on upper floors between seventh and 33th stories, which house the hotel rooms.

Heavy black smoke was seen billowing out of the underground floors and clouding the sky. Authorities earlier tried to use ventilation fans to clear heat and smoke to help stranded guests flee the hotel but failed due to excessive smoke.

Reports said the air in the underground floors was filled with gas, requiring authorities to wear oxygen masks and take turns in the area, for only 30 minutes maximum at a time.

北柳府打造赏鸟观光基地

前副总理、前国会议长坡金昨天(22日)主持新闻发布会,宣布由他其担任主席的泰国观赏鸟联合会将于25日在北柳府【Chachoengsao】举办首届观赏鸟盛会。颇金表示,希望通过举办此类活动,北柳府发展成为泰国赏鸟观光基地。

坡金透露,此次举办观赏鸟盛会的地点为自己在北柳府的私人农场,位于空库县挽达叻镇。此次盛会将展示多种珍贵品种的鹦鹉及其它珍稀鸟类。其中还包括每只价值高达上百万铢的金刚鹦鹉。活动还举行观赏鸟评比大赛,观赏鸡评比等活动。并可以进行观赏鸟现场交易。


坡金表示,举办这样的盛会,意在推动北柳府成为观赏鸟的养殖以及出口基地,同时也为当地开发出新的旅游项目。此次盛会以泰国观赏鸟联合会的名义举办。主办方为参与观赏鸟展出及评比的爱鸟人士准备了两个奖杯,其中一个由颖拉总理提供,另外一个则由副总理兼观光与体育部长提供。


坡金表示,今后将每年一届持续举办这一盛会。目前联合会方面已经和北柳府政府以及县政府有过协调,当地政府这项活动也非常鼓励。

机场出境旅客抱怨排长龙

国家警察总署长飘攀警上将昨天(15日)视察素汪那普机场出入境检查工作,针对移民局36个出入境检查口处于维修之中的情况,移民局方面准备调派移民局工作人员前往支援加快检查出境文件手续,以解决乘客排长队的问题。同时建议乘客提前3小时到机场办理乘机和出境手续。


国家警察总署长朴攀警上将昨天在素汪那普机场负责人、移民局局长、副局长、移民局第2处的负责人陪同下,视察素汪那普机场出入境检查工作。移民局第2处负责人纳塔通警少将表示,旅客投诉在素汪那普机场出入境不便,需要排长龙等候,以致客人赶不上飞机,转机时误点的问题,原因有多方面,在移民局内部包括新年、中国春节等旅游旺季,工作人员人数不足、工作时间安排不合理、部分工作人员长期超时工作,部分出入境检查柜台正在维修之中等。其他则是多个航班同时办理乘机手续,造成客人同一时间过关等。


他表示,出境口通道维修也是造成客人排长龙的主要原因,西面出境通道关闭22个进行维修,只剩下12个通道可以使用。东面关闭12个通道,剩下22个通道可以使用。


而在出境人数方面逐年增长,2009年素汪那普机场出境人数1349万5440人次,2010年增加到1478万2986人次,2011年增加到1781万3223人次,今年年初每天出境的人数达10万1842人次,而素汪那普机场的标准仅仅是8万人次。


国家警察总署相关负责人视察结束之后,召开会议寻求解决办法,1、派志愿者协助维持移民局检查柜台前的秩序,对客人证件是否齐全进行检查,以便客人让客人快速通关﹔2、从各地移民局抽派工作人员到素汪那普机场支援。

贵阳-广州-曼谷定期航班将开通

贵阳-广州-曼谷定期航班将开通

记者日前从南航获悉,3月25日起,南航将开通贵阳-广州-曼谷航班,贵阳到曼谷旅程将缩短至不到5小时。

这条新航线每天一班,执飞机型为737-800,这将是贵州继贵阳-普吉之后的又一条常态化国际航班。

该航班每天9时50分从贵阳机场起飞,经停广州,14时30分到达曼谷。

从曼谷机场返回时间为15时30分,经停广州,22时30分抵达贵阳。据南航贵州公司总经理冯华南介绍,目前贵阳至曼谷航班多为旅游包机。

贵阳-广州-曼谷正班航线开通后,从贵阳到曼谷飞行时常将缩短至4小时40分左右。

Nok Air on Tuesday morning became the first low-cost airline operator to resume flights from Don Mueang Airport.

The first flight, from Bangkok to Udon Thani, took off at about 6am. Other morning flights for the airline included flights from Bangkok to Ubon Ratchathani and to Nakhon Si Thammarat.

All seats on the three flights were fully booked.

Other low-cost airlines, Solar Air and Orient Air, are scheduled to resume services at Don Mueang soon.

Don Mueang airport had been forced to close for four months by last year's devastating floods.

South emergency decree to be eased

The emergency decree imposed in three southern border provinces will be gradually lifted in areas where insurgent activity has eased and conditions have improved and be replaced with the Internal Security Act, Deputy Prime Minister Yutthasak Sasiprapa said on Tuesday.

Gen Yutthasak, who is in charge of national security, said he expected Prime Minister Yingluck Shinawatra to sign an order on Tuesday to appoint him chairman of the executive committee of the Internal Security Operations Command (Isoc).

After the official appointment, he will begin to integrate the operations of three agencies - Isoc, the Southern Border Provinces Administration Centre (SBPAC) and police - to eradicate overlapping work.

He said Isoc will then be assigned to assess the situation in each locality.

In areas where the insurgency is found to have been considerably reduced and life has improved, the emergency decree will be lifted and replaced with the Internal Security Act - the same as in Chana, Na Thawi, Saba Yoi and Thepha districts of Songkhla and Mae Lan district of Pattani.

Gen Yutthasak said although the situation has improved there are still "red" areas in Pattani, Yala and Narathiwat provinces where separatist groups are active and continue to pose a threat to national security and put pressure on the government.

Article 21 of the ISA will continue to be applied to pursuade those who have joined or supported the separatist movement to surrender to the authorities.

Isoc will be assigned to play a more active role in doing this while the SBPAC will be responsible for providing occupational training for those who surrender, he said.

On a suggestion by a Pheu Thai subcommittee, chaired by Prasop Bussarakham, a former Udon Thani MP, for the party to propose a bill to set up a special administrative zone in Pattani, Yala and Narathiwat, Gen Yutthasak said the matter is sensitive and needs to be thoroughly studied by Isoc and the National Security Council (NSC).

Meanwhile, a roadside bombing killed a soldier and wounded another in Yala’s Krong Penang district on Tuesday morning.

Krong Penang Police chief Samniang Luechiangkam said the two soldiers were members of a security unit patrolling a local road at Ban Kuwa in tambon Huay Krating of Krong Penang district at about 6.30am when the bomb went off.

Sgt-Maj Preecha Kongpakdee, 52, died at Yala Hospital, while L-Cpl Thongchai Boonchuay, 23, was declared out of danger.

Police blamed separatist militants.

More than 5,000 people have been killed and over 8,400 hurt in the three southern border provinces and the four districts of Songkhla since the violence erupted afresh in January 2004, according to Deep South Watch, an agency that monitors the conflict in the far South.

Don Mueang to reopen March 6

Don Mueang airport will be reopened for commercial flights on March 6, Airports of Thailand Plc president Anirut Thanomkulbutra said on Monday.

The airport was closed by the crisis flooding late last year.

Mr Anirut said only the eastern runway will be opened for use.

Nok Air, a low-cost airline, has confirmed it will move all its services back to Don Mueang airport, while Orient Thai, another low-cost airline, had yet to make a decision whether to return, he said.

In April, repairs will begin to the eastern runway at Suvarnabhumi airport, covering an area of 1,620 square metres, with a budget of about 150 million baht. It is a routine major repair after five years of use, he said.

The repair work would be completed in 60 days and would not affect normal services of the airport.

There had been consultations with all groups concerned to prevent any problem of flight delays because of the repair work.

New NE rail route proposed

The Transport Ministry will tomorrow submit a proposal to a mobile cabinet meeting in Udon Thani for the construction of a new 336 kilometre rail line between Khon Kaen and Nakhon Phanom at an estimated cost of 41.363 billion baht.

Pranot Suriya, deputy director of the Office of Transport and Policy and Planning, said the new rail route would run across the central Northeast, linking Ban Phai in Khon Kaen, Maha Sarakham, Roi Et, Mukdahan and Nakhon Phanom.

It wouldgreatly expand the existing Nakhon Ratchasima-Nong Khai and Nakhon Ratchasima-Ubon Ratchathani rail network.

The proposal was a response to a request for improved rail links made to the State Railway of Thailand by the Joint Public- Private Consultative Committee.

A subsequent feasibility study conducted by the SRT found the Ban Phai-Nakhon Phanom link is the most suitable investment and would cause the least environmental impact.

If approved, the new rail route was expected to go into service in 2017, Mr Pranot said.
