Thailand and Cambodia declare truce

Thailand and Cambodia declare truce

Thailand and Cambodia's armies have agreed to a ceasefire that could end seven days of bloody clashes along their disputed border following a meeting of field commanders, a govern-ment spokesman said yesterday.

Both sides agreed to open a border point to allow displaced people and villagers to return to their homes, Cambodian government spokesman Phay Siphan said.

"We will abide by the ceasefire from now on and local commanders will meet regularly to avoid misunderstandings," he said.

However, a deal to end the bloodiest fighting in decades remained uncon-firmed, as the death toll rose to 15.

Thai military spokesman Sunsern Kaewkumnerd said that while talks had taken place, "no agreement has been reached".

Both countries continue to blame each other for sparking the violence around two jungle temples, which has forced tens of thousands of civilians on both sides to flee their homes.

One Thai soldier died yesterday morning, bring-ing the total number of Thai troops killed since the clashes began last Friday to six, while eight have died on the Cambodian side. Bangkok said that a Thai civilian has also been killed.

The fighting has prompted increasing diplomatic pressure on the neighbours to end hostilities. --AFP

Pulls out of planned ceasefire talks

Thailand pulls out of planned ceasefire talks with Cambodia

BANGKOK: Thailand's defence minister has cancelled his planned trip to Cambodia on Wednesday for talks on a border ceasefire, an army spokesman said, in a setback to efforts to end the deadly fighting.

"We decided last night to cancel General Prawit (Wongsuwon's) trip to Phnom Penh today after some Cambodia media reported Thailand agreed to ceasefire talks after it admitted defeat and losses," said Colonel Sunsern Kaewkumnerd.

Eight Cambodian and five Thai troops have died in five days of heavy weapons fire on the two countries' disputed jungle frontier, prompting growing diplomatic pressure on the neighbours to end the conflict.

Both sides have accused each other of starting the clashes.

"We welcome talks on the condition that they stop firing first for a few days. We clearly informed Cambodia of this condition," Sunsern said.

12 dead in Thai-Cambodian fighting

12 dead in Thai-Cambodian fighting

BANGKOK: Three days of heavy fighting between Thailand and Cambodia on their disputed border have left 12 people dead, with another soldier killed on each side, officials said on Monday.

Seven Cambodian and five Thai troops have died in exchanges of artillery shells and small arms fire on their jungle frontier.

A Thai army ranger was killed late on Sunday, said a Thai military spokesman in the border area, Colonel Prawit Hookaew.

One more Cambodian soldier was also killed late on Sunday, Cambodian field commander Suos Sothea told AFP.

"One of our soldiers was shot dead by a Thai sniper last night... during a patrol," he said.

He added that another Cambodian soldier had been missing since Friday. "we have not yet located him."

Thai and Cambodian soldiers were locked in a tense standoff at the border on Monday but fighting appeared to have abated after three days of cross-border shelling that began on Friday.

It is the first serious outbreak of hostilities since February when 10 people were killed in clashes near the 900-year-old disputed temple Preah Vihear, prompting the UN Security Council to call for a lasting ceasefire.

The latest fighting has been taking place near a different groups of temples about 150 kilometres (90 miles) away.

The two neighbours have fought a series of deadly gunbattles in recent years in the jungle near ancient temples along the border, which has never been fully demarcated, partly because it is littered with landmines.

Six dead in Cambodian border clash

Six dead in Thai-Cambodia border clash

Thai and Cambodian troops traded gunfire and artillery shells on Friday, leaving six dead in a new clash that shattered a two-month lull in tensions along their disputed border.

It was the first serious outbreak of hostilities since fighting in February near the 900-year-old Hindu temple Preah Vihear left at least 10 dead and prompted a UN appeal for a lasting ceasefire.

Three Cambodian and three Thai soldiers were killed in Friday's fighting near a different group of temples over 100 kilometres away. More than a dozen others were wounded, including three Thai troops who were said to be in critical condition.

Indonesia, current chair of the Association of Southeast Asian Nations (ASEAN), called for an immediate end to the violence.

The two sides blamed each other for the clash which broke out in the early morning and lasted for several hours, while thousands of villagers were evacuated on the Thai side.

"Cambodian soldiers fired with assault rifles at Thailand first and now they started to shell us with artillery and we took appropriate retaliation," Thai Defence Minister General Prawit Wongsuwon told AFP.

"I think Cambodia wanted to take over temples on the border," he said.

Cambodia accused Thai troops of entering 0.4 kilometres (0.25 miles) into its territory.

"The Thai troops marched directly towards Cambodian troop positions stationed at Cambodia's Ta Krabei temple and launched unprovoked attacks," said government spokesman Phay Siphan.

"This is yet another invasion by Thailand on Cambodia. We cannot accept this."

The Thai-Cambodia border has never been fully demarcated, partly because it is littered with landmines left over from decades of war in Cambodia.

Ties between the neighbours have been strained since Preah Vihear -- the most celebrated example of ancient Khmer architecture outside of Cambodia's Angkor Wat -- was granted UN World Heritage status in July 2008.

The World Court ruled in 1962 that the temple belonged to Cambodia, but both countries claim ownership of a 4.6 square kilometre (1.8 square mile) adjacent area.

Observers say the temple dispute has been used as a rallying point to stir nationalist sentiment in Thailand and Cambodia.

The two countries agreed in late February to allow Indonesian observers in the area near Preah Vihear, but the Thai military has since said they are not welcome and they have yet to be deployed.

In February, UN Security Council members called for "maximum restraint" by the two countries and a permanent ceasefire -- a demand echoed by the chair of the ASEAN regional bloc on Friday.

"Indonesia, as current chair of ASEAN, strongly calls for the immediate cessation of hostilities between Cambodia and Thailand," Indonesian Foreign Minister Marty Natalegawa said in a statement.

He said he was in contact with his Thai and Cambodian counterparts, urging the two countries to "resolve their differences through peaceful means".

Cambodia has called for outside mediation to help end the standoff, but Thailand insists the dispute should be resolved through bilateral talks.

Thailand recently admitted using controversial Dual Purpose Improved Conventional Munitions during the February fighting but insisted it did not classify them as cluster munitions.

The arms are defined as cluster munitions by the global campaign group Cluster Munition Coalition (CMC), which condemned Thailand's use of the weapons.

Thai floods may cost govt US$300m

Thai floods may cost govt US$300m

The economic cost of southern Thailand's worst flooding in decades -- which is expected to impact the kingdom's Gross Domestic Product (GDP) -- could be more than US$300 million.

The floods have devastated more than 100,000 homes and livelihoods of Thais living in southern Thailand.

Palm oil and rubber plantations are still waterlogged and won't be viable for many more months.

The Thai Air Force and Marine Police crew members run daily relief missions to places like Phun Phin District in Surat Thani.

Floodwater has covered the village, turning it into a lake.

The affected villagers, many of whom grow oil palm, wade or row boats through floodwater to get government assistance of rice, water and personal items.

It will keep them going, but rebuilding will take much more.

Palm grower Boontham Dangkaew said: "I grow palm trees on a 15 rai plantation.

"They are now underwater and totally damaged. The palm fruits have completely rotted.

"I paid about US$650 for fertiliser, but now the palm trees are unusable".

Palm and coconut grower Theera Thipbanphot said: "I earned around US$200 per growing cycle. There are two cycles in one month.

"The (palm trees) have totally rotted. After previous floods, I used fertiliser and fruits regrew, but now they have gone bad".

As the Thai New Year or Songkran approaches, the government has promised to give each affected household around US$150 as initial compensation.

Assessing damaged farmland will happen later when the water has receded completely.

Meanwhile, flood victims realise they will need to fend for themselves.

Teacher Jeerawan Peepim said: "I heard the government will give US$150 to each flood affected household.

"It can help rehabilitate damage for a while but we need to depend on ourselves before the government gives us some help. We cannot wait for help".

Other aid measures may include cuts to interest payments, loans for farms and businesses, and tax cuts for donors who help flood victims.

Flood survivors hanging on despite conditions

Flood survivors in southern Thailand hanging on despite conditions

SURAT THANI PROVINCE, Thailand: An altered, almost unrecognizable landscape of roofs, treetops and oil palms.

The Tapi River overflowed its banks inundating the city of Surat Thani, 650 kilometres south of Bangkok.

Unseasonable heavy precipitation caused major flooding in 10 southern Thai provinces and over a week later, some people are still living without power and clean water.

So far, it has claimed 53 lives and forced 40,000 people to flee their homes.

The Thai Air Force in Surat Thani has multiple missions a day to deliver food, medicine and drinking water to victims.

These are by far the worst floods in recent memory.

Group Captain Saridporn Soonthornkit, Base Commander of Wing 7 with the Royal Thai Air Force, said: "Normally the water level may be just one metre high, but this flood we can see in some places is two or three metres (in) depth."

A helicopter mission to one of the more isolated areas draws victims in small boats, who try and hold on against the wind. Relief supply bags are tossed from above, bearing the royal cipher of Crown Prince Vajiralongkorn.

This relief trip, however, is cut short by approaching rain. But the base commander said the next step is to reach people by boat.

Relief workers distribute supplies to people who have held on a week or more in desperate conditions. They have opted to stay to guard against thieves and said they are hanging on.

"I heard reports of robberies taking place (in flooded houses), so I have to stay to keep watch (over my home)," said one of the survivors.

"We can't stay here but we come to make sure. I heard some of the houses here have been robbed. Thank you so much for coming to help," said another.

But authorities fear that there are people who may have died, trapped in their homes or drowned unable to escape the floods.

Red Shirt mourning continues

Red Shirt mourning continues, one year after crackdown

It has been one year since the crackdown, but Red Shirts continue to mourn their dead.

29-year-old Terdsak Foongklinchan was a Red Shirt protester who died at Khok Wua intersection when clashes broke out with the military.

His parents did not cremate him for a year, hoping to find out who was responsible for his death.

Suwimol Foongklinchan, the mother of Terdsak, said: "We kept his body, because we wanted an explanation, but almost a year has passed and we haven't gotten any justice from this government."

The military maintains that soldiers opened fire on terrorist elements hidden among demonstrators on April 10.

Mr Terdsak's death could have been collateral damage, as he was said to be unarmed.

Taken from the temple morgue, the coffin was to be displayed in the bed of a pickup truck as part of a Red Shirt procession.

But the monk, who released the body, deems it undignified.

Instead, a dummy coffin draped with a red cloth is used.

For many Red Shirts, funerals and memorials have become political events where protesters gather to keep the movement alive.

Remembrance is vital to them since many are still raw about last year's crackdown.

One of the protesters, Yongyuth Boondee, said: "I feel sorry for him because he fought for democracy alongside of us and the government ordered the crackdown on the protesters. And I feel sorry that he died."

Redshirt leaders like Puea Thai MP Jatuporn Phrompan and former Prime Minister Somchai Wongsawat, brother-in-law of former Prime Minister Thaksin Shinawatra, routinely attend and preside over these funerals.

They do it to show support to the families who have lost loved ones to political violence. But they also stir up the crowd who are visibly moved by the fallen.

Thai flood death toll reaches 35

Thai flood death toll reaches 35

Flooding across southern Thailand has killed at least 35 people, officials said Saturday, as unseasonably wet weather deluged the homes and businesses of around two million people.

Victims were either swept into the rising waters or buried in mudslides as the heavy rains inundated homes and washed roads and bridges away in what should be one of the hottest months of the year.

Flood waters, more than two metres deep in some places, have continued to spread despite easing rainfall in recent days, while waterlogged soil has heightened the risk of landslides.

Thousands of people have been forced to move into temporary shelters as the military continued to help evacuate those most at risk on Saturday.

Authorities said the toll had reached 15 in the hardest-hit province of Nakhon Si Thammarat, eight along the coast in Surat Thani, six in Krabi, and two in each of Phatthalung, Chumphon, and Trang provinces.

Mudslides have swamped at least one whole village in Khao Phanom district, Krabi province, and officials said five people are still missing in the area.

Bad weather also caused thousands of tourists to be stranded on islands in the Gulf of Thailand and Andaman Sea earlier in the week, but ferry and air links have now resumed to most holiday areas.

Ten provinces are now affected by the flooding, after waters reached Satun and Narathiwat, near the Malaysian border, according to Thailand's department of disaster prevention and mitigation.

More than 100 districts in the ten provinces have now been declared disaster zones and nearly 6,000 people are in temporary shelters after 11 days of floods following evacuation by the government.

Rail access to the region was still halted on Saturday, while the airport at Nakhon Si Thammarat remained closed.
