Thai Smile plan hits air pocket

A plan to set up Thai Smile Airways Co as a subsidiary of Thai Airways International has been sent back to the national carrier by the Transport Ministry for further study.

Deputy Transport Minister Prin Suwanatat said after a meeting with THAI executives on Thursday that THAI was ordered to give more details of the plan and resubmit it to a meeting next week.

The ministry's main concern was its affect on the revenue of THAI as Thai Smile plans to launch or take over some domestic and regional destinations from its parent.

Thai Smile is a business unit of THAI. The company has been pushing THAI to set it up as a subsidiary so that the national carrier would wholly own the new firm and have better control of costs and generate more profit.

Thai Smile Airways Co would be set up with registered capital of 1.8 billion baht and use Airbus aircraft.

"THAI should outline a plan on how to generate revenue to offset those routes which will be operated by Thai Smile in the future," Gen Prin said.

Destinations to be launched next year by Thai Smile include Chiang Mai, Luang Prabang, Hong Kong and Siem Reap.

THAI plans to surrender nine routes to Thai Smile including flights to Koh Samui and Bodhgaya and Varanasi in India.

Myanmar to revive 'Death Railway'

An elegant cemetery in strife-torn southeast Myanmar has long stood as a lonely testament to the fate of thousands of prisoners of war who died building Japan's "Death Railway".

As the fast-changing nation now opens to the world, a reformist regime is considering rebuilding a stretch of the notorious World War II track to attract tourists and help develop border areas, where memories of the line have been eclipsed by conflict and poverty under decades of junta rule.

Local gardeners pluck weeds and tend flowers between neat lines of graves at the Thanbyuzayat War Cemetery in Mon state for some 3,000 Allied troops who died building the line between Myanmar and neighbouring Thailand.

"After seeing this cemetery people do not want to see war. There should not be war in the whole world," gardener Myat Soe told AFP.

"Because the soldiers died the way they did the world remembers them with sorrow. Dying fighting is honourable, but dying like this is very sad."

Many epitaphs at the site, funded by the Britain-based Commonwealth War Graves Commission, are a heart wrenching testament of how bewilderingly distant the country then called Burma was for the families of those killed.

"We were not there to clasp your hand, you passed away without a last good-bye," reads the epitaph for 26-year-old Lance Serjeant Harry Dawes, of the Loyal Regiment (North Lancashire), who died in September 1943.

Exhaustion, starvation, disease and torture were the chief causes of fatalities among those impelled by the invading Japanese to gouge a rail route through dense jungle and solid rock between October 1942 and December 1943.

About 13,000 prisoners of war -- many captured in Singapore, the Malay Peninsula and what was then the Dutch East Indies -- died during construction, along with up to 100,000 civilians, mostly forced labour from the region.

Robert Goodwin, an Australian veteran who worked on the infamous "Hellfire Pass" cutting on the Thai side of the border, said the men's relentless toil involved hacking through rock almost completely by hand.

"Every day that we worked, if anyone seemed to be slowing up they'd be belted with not just hands or pickaxes but with wire whips, with anything they could lay their hands on. The Japanese were cruel by anybody's standards."

On the Thai side, hordes of foreign visitors flock to see the track and bridge made famous by the film "The Bridge Over the River Kwai", and to ride on a stretch of the line still in operation.

The town of Kanchanaburi, a popular destination about three hours drive from the capital Bangkok, generated tourism revenue of over 2.4 billion baht last year, according to Thai officials.

That fact is not lost on Myanmar authorities keen to encourage development in the southeast of their country -- a region emerging from isolation after years of civil war.

Ceasefire deals were reached last year between local ethnic Karen and Mon rebels under a new quasi-civilian government which took power two years ago after decades of harsh military rule ended.

Surveys have now begun to trace the route from Thanbyuzayat to Three Pagodas Pass at the Thai border, according to an official from Myanmar Railways, who asked not to be named.

"This is primarily for tourism. If we can connect the railway track on the Thai side, it will help tourism develop," he said.

Phyoe Wai Yar Zar, of the Myanmar Tourism Board, said there is "huge potential" to develop tourism around the "Death Railway" in Myanmar.

But he said efforts should not only be "focused on the past" and should also showcase the heritage of the local ethnic minority population.

"I believe we shouldn't invent the wheel again. What has been done in another part of the region shouldn't be done again in Myanmar," he said.

There are, however, doubts about the feasibility of restoring the railway.

Rebuilding the track would make "little economic sense" because a hydropower dam on the Thai side blocks the original route, according to Rod Beattie, a historian who runs Kanchanaburi's Thailand-Burma Railway Centre.

The 420 kilometre (260 mile) line linking the Thai and Myanmar railway systems was aimed at resupplying the Japanese army as it fought British colonial forces and their allies.

It fell into disuse after the war ended in 1945 and much of the track was reclaimed by the jungle.

Myanmar was soon embroiled with its own internal strife as independence in 1948 heralded civil wars in ethnic areas.

In Thanbyuzayat there is little sign of remembrance beyond the gates of the cemetery.

An old locomotive and a last scrap of track on the outskirts of town acts as a memorial, but the rails have been swallowed by weeds and a huddle of statues depicting emaciated prisoners has been vandalised, smashed almost beyond recognition.

The railway has become a legend for local children, a group of whom eagerly led a visiting AFP journalist through the shady corridors of a rubber plantation to proudly display an anonymous mound of earth they were convinced marked the old route.

Gardener Myat Soe is encouraging local youths to understand the history behind the cemetery and said a planned museum would also help raise awareness.

"As long as the world exists, this cemetery will be a symbol of a tragic time," he said.

He recalled a 90-year-old Australian veteran who made the difficult journey to the cemetery two years ago to visit the grave of a friend.

"As soon as he arrived, he put down his bag beside the grave, saluted and burst into tears. It was the saddest thing I had seen in the nine years I have worked here. I cried beside him."

呼和浩特-曼谷直飞航班昨开通

内蒙古呼和浩特白塔国际机场19日公布,经过前期与泰国捷特亚洲航空公司的积极协商,呼和浩特首家直飞泰国首都曼谷的国际旅游航班本月19日正式开通通。  

该航线由波音767超大机型执飞,能容纳235个座位,全程直飞无中转、不经停,落地即可签证。  

呼和浩特白塔国际机场综合部宣传助理刘丽莉表示,该航线班期为每6天一班。曼谷出港航班号为JF924,北京时间凌晨3时自曼谷起起飞,早上8时整抵达呼和浩特;回程航班号为JF925,北京时间早上10时自呼和浩特机场起飞,下午3时15分到达曼谷。  

刘丽莉指出,此航线的开通为蒙古游客赴曼谷旅游搭建了便利的航空通道,同时也丰富了自治区航空旅游市场。  

该航线4至5月分航班共9班,其中4月的运行时间为19日、24日、29日,5月则为4日、10日、15日、20日、25日以及31日。

BTS skytrain fares to rise

Bangkok Mass Transit System Plc plans to raise fares on its skytrain elevated service, BTS chairman Keeree Kanjanapas said on Friday.

He said ticket prices have not been changed in eight years.

Fares range between 15 baht and 40 baht, with an average fare of 24 baht per trip.

Mr Keeree said the new fares will not hit the ceiling, capped at 56 baht.

The new rate is expected to be finalised in a month, he added.

A new public bus route was launched on Wednesday to help migrant workers returning home to Myanmar travel from Samut Sakhon to Mae Sot on the border.

Sawit Kaewvan, secretary general of the State Enterprises Workers Relations Confederation of Thailand (SERC), said the 54-seat bus travels directly between Mahachai in Samut Sakhon's Muang district and Mae Sot district in Tak.

It was a cheap, convenient alternative for the many migrant workers employed in factories in Samut Sakhon.

On average, about 200 people a day catch a bus from Bangkok's Mor Chit station bound for Mae Sot. This number swells during Songkran and other long holidays, said Mr Sawit.

Only one bus a day was planned for the Mahachai-Mae Sot service at first, to test its viability.

The service would be of benefit not only to migrants in Samut Sakhon but also neighbouring provinces such as Petchaburi, Ratchaburi and Prachuap Khiri Khan, said Mr Sawit.

If migrants in Ranong were interested in a direct route to Myanmar, then maybe it could be worked out with the Transport Company later on, he added.

Wuthichart Kalayanamitra, president of Transport Co, said the new Mahachai-Mae Sot route was the result of collaboration between the SERC and Transport Co. If it proved propular it would be continued.

Transport Co was also negotiating with Myanmar to open two cross-border routes, between Mae Sot-Myawaddy and Chiang Rai-Keng Tung in Myanmar, said Mr Wuttichart.

He hoped agreement could be reached on one of the two routes this year.

He said the bus on the new Mahachai route was relatively new and should provide both safe passage, comfort and convenience for travellers.

Maung Maung, 30, a worker at a Charoen Pokphand affiliate, arrived to by buy five tickets, for himself and family members, for Wednesday 8pm departure.

He said the big bus was not only cheaper but safer and more convenient.

The other options were a shuttle bus service from Mahachai to Mae Sot, which cost about 600 baht a person. The new public bus costs 500 baht. The VIP bus from Mor Chit to Mae Sot costs 666 baht and normal buses 333 baht and 428 baht.

"It is awkward for us if we have a lot of stuff carry back home. The shuttle bus operators do not want us unless we rent the whole vehicle.

"And if we travel to Mor Chit, the ticket maybe be cheaper but it is time-consuming and very tiring, especially with children," said Maung Maung, who has been working in Thailand for five years and returned home twice.

Sein Htay, adviser to the Migrant Workers' Rights Network (MWRN), said the 54-seat public bus was a welcome alternative for migrants. The shuttle buses had been involved in some accidents.

With the public bus launched, competition should also result in better service, said Mr Sein Htay.

Importantly, migrants could now travel with some dignity as they would face only one or two checkpoints along the way, and officials would get on a bus to check their documents. When traveling on the shuttle bus or by pickup truck they had to get off the vehicle for checks at five or six stops, or even more, said Mr Sein Htay.

"Some are also harassed and humiliated, as if migrants are mere objects for discrimination even of they carry proper documents," he said.

The new bus service is the result of collaboration between the SERC, MWRN and the Transport Company, which is a state enterprise.

Migrant rights activist Andy Hall, who is facing two lawsuits due to his research on the plight of workers at a canned fruit juice producer in Prachuap Khiri Khan, also took part in the launch of the bus service on Wednesday morning.

Mr Hall said on his Twitter page that he he'd had a "productive" meeting with British Ambassador to Thailand Mark Kent.

He said the ambassador made clear the embassy's support and commitment to his personal safety and for his many years of work on behalf of migrants in Thailand.

据悉,清迈府夜间动物园内有一头年满3岁的雪虎具有一项特殊才艺,那就是模仿韩国鸟叔(PSY)舞曲-江南STYLE中的经典骑马舞动作,吸引很多国内外游客前去观看,这头雪虎的搞笑「舞姿」给游客们带来了很多乐趣,同时也给该动物园创造了较好收益。  

这头雪虎的名字叫「杰士丁」,它所在笼子就在中国大熊猫馆的对面。杰士丁在动物园工作人员的精心驯养下,会在听从驯兽师的指示下,跳上一根木桩,并模仿江南STYLE的舞蹈动作。杰士丁可以在木桩上抬起两只前肢,并左右前肢交叠,跟随音乐节奏上下摆动,可爱而搞笑的动作获得了很多观众的掌声和喝彩声。此外,杰士丁还可以​​与驯兽师形成完美配合,完成滚地表演。  

杰士丁的负责人实立帕表示,起初他只是想训练杰士丁完成泰国传统的合十礼问好动作而矣,没想到在训练过程中,却惊奇发现杰士丁的动作更像是骑马舞的动作,因此就开始训练杰士丁的节奏感。现在只要一打开江南STYLE的音乐,杰士丁就会立即兴奋起来,并表演骑马舞。为了开放给游客近距离接触雪虎,该动物园决定在每天午时和傍晚6时两个时间段举行表演。

旅泰大熊猫林冰 下月回中国

在泰国出生的中国大熊猫「林冰」将于今年5月底被送返中国,它所居住的清迈动物园已开始为其回国做准备,并将举办欢送会与「林冰」惜别。  

泰国「曼谷邮报」报导说,按照与中国的合约规定,「林冰」将于下月27日满4周岁时返回中国。  

2009年5月27日「林冰」在泰国出生。它是中国租借给清迈动物园的大熊猫「林惠」和「创创」的后代。作为第一只出生在泰国的大熊猫幼崽,「林冰」一直是泰国家喻户晓的明星,当年一场为她取名的大赛吸引了2200万参与者。泰国一家电视台还曾开设「大熊猫频道」,从它出生之日起,每天24小时直播它的生活起居,直播了整整3年。按照中国熊猫租借规定,「林冰」本应在两年前就回到中国。 2010年,鋻于泰方对「林冰」的照料十分细致到位,中国特批其在泰居留时间延长两年。

  清迈动物园熊猫研究项目负责人帕瑟萨说,为使「林冰」回国后更好地适应中国四川成都的气候,现在动物园每天让它在人造雪场玩耍一小时。此外,动物园还计画在「林冰」回国前一周为其举办欢送会。  

「林冰」的父母于2003年10月来到清迈动物园,租期为10年,按规定今年10月也将送返中国。

宋干节各府特色盛会昨登场

全国各地昨天(14日)均举办热闹非凡的欢度宋干节活动,包括向高龄人士行浇手礼祝福仪式,公路巡游活动等,部分地区更是封路让民众参与泼水狂欢。  

昨天是宋干节长假第3天,全国各地庆祝活动依然热闹非凡,巴真武里府宋干节庆祝活动从上午11时便陆续开市,首先是按照泰国传统敬老献花,并向老年人行浇手礼祝福活动,之后再进行长达5公里的巡游节目,上千民众和游客上街泼水逐项祝福。工作人员全心全意维持泼水地点的秩序,并预防各类违法行为。  

大城府整个市区变成宋干节泼水祝福的场地,上万游客和民众以泼水的方式迎接泰历新年的到来,整个市区道路车辆根本无法通行,只能选择城外的道路绕行。玛哈沙拉堪府市区人群拥挤,该府在市区4个地点举办音乐演唱活动以迎接来自各地的游客。其中考冒路被列为禁酒路,所以整个条道路都充满宋干节的喜气。  

程逸府当天的宋干节庆祝活动一直持续到晚上9时,大量国内外游客参加当地的庆祝活动。该府一年一度的龙舟比赛也在当天正式来开帷幕。北部的彭世洛府、喃邦府民众在河渠附近庆祝宋干节,参加泼水活动的民众采取最为热情的方式,把祝福治水泼向来往的民众。  

至于曼谷市,是隆路和暹罗广场当天都有大量民众和外国游客参加泼水活动,挽叻区办事处指,当天是隆路仅仅出售煎鸡蛋饭的收入就超过2000万铢,平时卖15铢的价格,当天提高到20铢。在是隆​​路一带参加泼水活动的民众,还一路游行到暹罗广场,参加在那里举行的传统宋干节庆祝活动。

Thai-Lao meet to mull border links

Thailand and Laos will hold talks over cross-border railway links and the introduction of a single visa during a joint cabinet meeting in Chiang Mai next month.

The meeting will take place on May 19 on the sidelines of the Asia-Pacific Water Summit.

Deputy Prime Minister and Foreign Minister Surapong Tovichakchaikul and his Lao counterpart Thongloun Sisulit agreed on the arrangements at the 18th Thai-Lao Joint Commission meeting in Prachuap Khiri Khan yesterday.

Mr Surapong said the joint cabinet meeting would be an unofficial one and only related ministers from both countries will attend.

It would be the second Thai-Lao cabinet meeting after the first one was held eight years ago.

Ministers from both countries would discuss cross-border transport of goods, a railway linkage from Thailand via Laos to China, and the introduction of a single visa.

Thailand was ready to develop the railway and would like Laos to hold talks about the issue with China, the minister said.

Border demarcation between the nations is now 93% complete, and will be discussed by senior officials early next month before going to the Joint Boundary Committee meeting in August, Mr Surapong said.

Mr Thongloun said the border problem was a sensitive issue which must be handled carefully.

"It might take time to tackle because the land and water borders are quite long, but I believe the negotiations will come out in a good way," Mr Thongloun said.

Mr Surapong said the countries are planning to upgrade the two temporary border checkpoints at Ban Phudu in Uttaradit province and Ban Huay in Phu Sang district of Phayao province to permanent checkpoints while the process of crossing the border will also be relaxed.

He said Laos is encouraging Thais to invest in the country. Thai investment currently ranks third in Laos after China and Vietnam's.

Nok Air unveils Myanmar routes

Nok Air plans to operate two new routes from Tak's Mae Sot district to Myanmar in preparation for the establishment of the Mae Sot special economic zone and the Asean Economic Community (AEC).

Nok Air board director Somchainuek Engtrakul and chief executive Patee Sarasin on Sunday led 20 airline executives to board a Nok Air survey flight from Mae Sot to Myanmar's Mawlamyine (formerly Moulmein) ahead of the airline's plan to operate services on that route.

The budget airline also plans to introduce flights between Mae Sot and Yangon.

The move follows a recent agreement between Thailand and Myanmar to permanently open the Mae Sot border checkpoint to boost cross-border trade and tourism. It also aims to capitalise on the 2015 launch of the AEC.

4月1日12时23分,由泰国飞往长春、搭载105名旅客的CZ3036次航班降落在长春龙嘉国际机场,吉林省首条泰国航线成功完成首航的往返飞行任务。  

由同一架飞机执飞的长春经广州至曼谷航线,于3月31日在长春首飞。当天下午,48位中国旅客乘坐空中客车A320从长春出发,在广州经停2小时后,继续往泰国曼谷。曼谷时间4月1日2时,CZ3036次航班起飞,于北京时间6时27分到达广州,12时23分在长春顺利降落。长春-广州-曼谷航线首航的成功,让吉林省的国际及地区航线网络继原有的日、韩、港、台之后,首次向南扩展到东南亚区域。  

中国南方航空公司吉林分公司总经理李嘉华接受中新社记者采访时表示,航线给吉林和东南亚两地旅游产业的发展架设了一条空中桥梁,同时对吉林省旅游市场的开发及对外交流将起到积极推动作用。  

他同时对长春—曼谷航线的发展前景非常看好。 「2012年在长春和曼谷两地间往返的旅客人数超过2万人次,其中游客占多数。」李嘉华表示,2013年东南亚这条航线依旧会火爆。

曼谷挽叻区区长斯差纳昨天(31日)表示,是隆路【Sliom Road】宋干节泼水狂欢活动与往年一样倡议「3无」,即无冒险行为、 无酒精、无武器。泼水狂欢时间定为4月13-15日,届时从到律实他尼酒店起直到纳拉提旺那卡琳路口全长1公里的路段,从每天中午12时起至午夜进行交通管制,辟为步行街。  

斯差纳指出,今年宋干节假期比较长,即从4月12起至16日,因此预计出游外府的民众会比较多,但相信到是隆路参加泼水活动的民众平均每天仍有10万人。因此有必要在活动举办前做好各方面的准备,以防出现危险事故。  

他说,安全防备工作包括,出动该区域市政警察、消防队维持秩序以及防范意外事故,并将对活动现场进出口进行严格盘查,严禁民众携带武器等各类危险物品进入活动现场。此外,将严禁在活动地点内销售带有刺激性参杂物质的白粉和酒精饮料,一经查获则立即按法律规定处罚。

泰国外交部部长素拉蓬今天(3日)表示,泰国和寮国目前正在考虑实行单一签证政策,具体细则将在下月举行的两国联合内阁会议上讨论。  

素拉蓬当天在泰国华欣参加泰寮联合委员会会议时说,定于下月下旬在泰国北部清迈举行的联合内阁会议上将讨论泰寮单一签证政策的签署和实施,此外还将讨论促进跨境货物运输、修建第5座友谊大桥、简化边境出入境手续等问题,以促进两国间贸易往来。双方还定于下月初开会商讨两国边界划分问题。寮国外交部长通伦表示,相信双方能够共同解决这一问题。目前泰寮有17%的边界线尚未划分。  

泰国与柬埔寨单一签证协议27日开始生效,包括中国在内的35个国家和地区的公民可以凭单一签证进入泰柬两国。泰柬单一签证的实施是「伊洛瓦底江、湄南河及湄公河经济合作战略」(ACMECS)框架的一部分。 ACMECS成员国包括泰国、柬埔寨、寮国、缅甸和越南。在这5个东盟国家之间实现类似欧盟申根签证的单一签证政策是ACMECS的重要目标之一。

泰旅游局办13府宋干节活动

为了迎接泰国重大节日-宋干节的到来,吸引更多游客来泰观光,刺激国内旅游业以及经济发展,泰国旅游局将于本月12-16日期间,在全国13个主要府治举办系列庆祝活动,其中又以北部清迈府为重头戏,同时邀请周边国家包括寮国、柬埔寨、缅甸以及中国的游客前来参与泼水,互赠祝福。旅游局预计,今年宋干节期间的资金流动量将超过100亿铢,比去年同期相比上升20%。  

泰国国家旅游局长素拉蓬昨天(3日)举行新闻发布会,就今年宋干节系列大型活动的准备情况做出说明。今年宋干节的举办理念为「以泰国传统方式促进收益高涨」,旅游局将充分把泰国优秀的传统文化和艺术融入到即将在13个府治举办的庆祝活动中,这13个府治包括曼谷、清迈、素可泰、纳空帕农、坤敬、廊开、大城、素攀武里、北榄、宋卡、普吉、洛坤以及春武里府。相关活动于本月6日开始,并将延续至21日。  

在上述多个举办大型庆祝活动的府治中,旅游局将重头戏选择为北部地区的清迈府,名为「东南亚的宋干节」庆祝活动将于11-15日登场,举办地点为直辖县农布合公园。该活动的开幕仪式当天(11日),将有来自由东南亚国家组成的宋干节游行,其中包括柬埔寨、寮国、缅甸以及中国。  

素拉蓬表示,每年的宋干节前夕,国内的酒店和旅社都会出现房间被预定爆满的现象,今年也不例外,上个月1-27日期间,酒店的预订率就已经达到了70%,而通过曼谷素汪那普机场来泰的游客达到123万296人次,比去年同期增长了11.9%。而预计本月期间,来自中国、俄罗斯以及马来西亚的包机将达到177次航班。至于宋干节活动的高潮时期(12-16日)的游客总数将达到271万2000人次,总收益将达到111亿2500万铢,其中包括泰国本地游客203万4000人次,收益44亿5000万铢;而入境外国游客达67万8000人次,收益66亿7500万铢。

泰国国家旅游局甲米府办事处主任逸雅达女士昨天(4日)表示,全球最大的旅游服务网站到到网(TripAdvisor)公布了「2013游客之选择奖」亚洲10佳旅游岛屿评选结果,泰国共有4个岛屿入围,分别是素叻他尼府龟岛、甲米府蓝达岛,普吉岛、素叻他尼的苏梅岛,以及分别荣获第1、3、6和第7名。  

据悉,该结果由逾100万次点击率评选而得,亚洲10佳岛屿分别是,1、泰国素叻他尼府龟岛;2、印尼巴里市Nusa Lembongan岛;3、泰国甲米府蓝达岛;4、印尼吉利特拉万安岛;5、菲律宾长沙岛,6、泰国普​​吉岛;7、泰国素叻他尼府苏梅岛;8、菲律宾巴拉望岛;9、马来西亚浮罗交伊岛; 10、印度马哈夫洛克岛。  

此外,全球10佳岛屿分别是,1、贝利斯安伯格里斯岛;2、美国美属维尔京群岛的圣约翰岛;3、大洋洲法属波利尼西亚的博拉博拉岛;4、美国华盛顿圣胡安岛;5、希腊基克拉迪群岛的圣托里尼岛;6、墨西哥女人岛;7、法属波利尼西亚的莫雷阿岛;8、泰国素叻他尼府龟岛;9、智利复活节岛;10、马达加斯加岛的贝岛。
