Oil-spill recovery will be tough: experts
Academics have predicted a grim scenario for ecological systems hit by the oil spill in the Gulf of Thailand, including those around Koh Samet's Ao Phrao beach.
"It's going to be difficult to rehabilitate the affected areas," Phaithoon Mokkongpai of Burapha University said yesterday.
About 50 tonnes of crude oil leaked from an offshore pipeline on Saturday, spilling into the sea off Rayong.
In a bid to break up the oil slick, some chemicals have been used.
Phaithoon said he believed the use of chemicals was not appropriate because the oil-affected areas were not in the deep-sea zone, and these waters did not flow easily to the open sea.
There was a risk that oil droplets formed through the use of the chemicals would sink onto coral and kill them, he said, adding that ecological systems would then suffer because young aquatic animals and plankton usually live around the corals.
Phaithoon predicted disruption |to the food chain and believed |the impact would become evident soon.
"Although micro-organisms naturally consume oil, they won't be able to handle [such a] huge amount of oil," he explained.
He said that apart from damage to ecological systems, the oil spill would hurt tourism, the economy and coastal fisheries too.
"This is a big incident," he said, adding that the spill would not have posed such a serious threat if it had happened out at sea.
"But when [oil] reaches the coastal zone, the impacts are serious."
Pichai Sonchaeng, a former dean of Burapha University's Marine Technology Faculty, said the oil spill's impact on natural resources was worrying to everyone.
He urged all parties to quickly determine the exact leakage point, the exact amount of leaked oil and the affected areas, and to develop a model to assess the impacts.
"Then we will have to plan how to rehabilitate the environment and come up with the quickest and best way to do it," he said.

Island may miss tourism revenue goal after spill
The tourism industry in Koh Samet looks set to miss this year's revenue target of Bt20 billion because of the contamination and bad publicity from last weekend's oil spill, and the tourism minister and operators on the island are calling for PTT Global Chemical to compensate the hotels affected.
Meanwhile, commercial banks will provide assistance to hotel operators affected by the spill, and some banks see this as an opportunity to offer working capital to such businesses.
Tourism and Sports Minister Somsak Pureesrisak said yesterday that the Cabinet had agreed that PTTGC should compensate those hotels that have lost business due to guest cancellations.
He also assigned the Tourism Authority of Thailand (TAT) to examine the situation and estimate the cost.
Rayong Tourist Association chairman Chairat Trirattanajarasporn said that so far 15-20 per cent of advanced bookings had been cancelled by tourists from South Korea and Europe.
A preliminary estimate of the damage to the tourism sector is between Bt100 million and Bt200 million, but if the problem is not fully contained, that figure could reach Bt1 billion, Chairat said.
Last year, the island saw tourism revenue of Bt16 billion, and that had been expected to reach Bt20 billion this year. However, he is not confident that target can be reached now.
He called for PTTGC to tell operators when it can contain the oil leak and finish cleaning it up. The company as well should deliver a message with clear details to the public to restore tourists' confidence in the island.
Call to cooperate
He also called for all parties to integrate their efforts to restore the damaged environment.
Annually, more than 5.5 million tourists visit Samet.
"We really want to inform tourists that only Phrao Beach on the island was affected by the crude-oil spill, and on the rest of the island, they can still swim in the sea," Chairat said.
A taxi driver told The Nation many tourists were still staying on the island and were not frightened off by the event. Most of them are Chinese, followed by Westerners.
However, a business operator said the majority of tourists, mostly from Europe and China, had cancelled bookings for Koh Samet after the oil spill. Pisanu Kemaphan, president of the Rayong accommodation club, said tourists were not confident in the clean-up operations for the oil spill, which has been reported worldwide.
"This will cause long-term damage," he said, urging all relevant government agencies, particularly the TAT, and the media to present positive views of Samet. He noted that 95 per cent of tourist attractions on the island had remained safe from the spill, which had hit only a tiny part of the western shore.
According to Jiratchayuth Amyongka, head of SME (small and medium-sized enterprise) banking at Thanachart Bank, the oil spill has seriously hit tourism on Koh Samet even though some beaches were not damaged. The hotel business might take months to recover because advance bookings have been cancelled.
He noted that this was low season and operators spent this period renovating and expanding in preparation for the high season in October.
The damage might mean some hotel operators require more working capital, which might be a chance for TBank to offer credit lines to refinance customers.
In general, banks will consider the ability of customers affected by unexpected incidents to repay debt, and will offer basic assistance such as grace periods and credit lines to help them, he explained.

The Live and Invest Overseas website has ranked Chiang Mai and Prachuap Khiri Khan's Hua Hin district as a couple of the world's best places to retire due to the low cost of living and beautiful beaches.
The website recently revealed its first annual "retire overseas" index which used several criteria to name the best places, including the cost of living, local people's English skills, entertainment venues, environment, public health, infrastructure, real estate, residential areas, safety and taxes.
Chiang Mai and Hua Hin were included in a list of 21 other cities, including Abruzzo in Italy, Ambergris Caye and Cayo in Belize, Boquete in Panama and Cebu in the Philippines.
Because of the low cost of living with Bt 37,500 per month.
Moreover, the cost of insurance and medical service are not too expensive for foreigner.
While Hua Hin was picked up because of the precious beaches and low cost of living.

读者根据旅游景点、文化习俗、食物卫生和美味、东西好买度、民众好客度以及物超所值度评分，伊斯坦布尔以89.96分位居第二，第三是拿下89.84分的佛罗伦萨，开普敦和京都则分别为第4和第5。
泰国今年相当受到游客好评，另一大城市清迈也以88.15分，挤进排行榜名列第10名。

Bridging Bangkok and Nay Pyi Taw
It will soon be possible to travel directly from Bangkok and Nay Pyi Taw with AirAsia introducing a daily flight between the two capitals from October 28.
The new scheduled flight was confirmed by Tony Fernandes, Group CEO of AirAsia, during the World Economic Forum on East Asia 2013 in Myanmar. The new service, which the airline claims will make ASEAN more accessible, is in answer to the high demand for Myanmar travel. The flight schedule will be released at a later date. Ubon Ratchathani marks the start of the Buddhist Lent retreat with its annual Candle Festival.
The month-long festive event, which this year is on the theme "Isaan Art and Culture", brings the finest arts of Isaan to Ubon Ratchathani's public park. The international wax carving competition also adds a foreign shade to the local colour palette, with many international artists showing off their artistic skills. The highlight is on July 22, when more than 100,000 devotees will join a procession of carved candles on floats. A sightseeing tour of the eight candle-making communities is a must.

春武里府芭堤雅东芭乐园主任甘攀昨天（11日）主持「守夏节9天9寺9蜡烛铸造」活动开幕仪式，该活动将持续到本月19日，还让9头大象参与了该活动。
甘攀表示，守夏节铸造蜡烛是佛家的重要风俗，东芭乐园对此也十分重视。由于守夏节3个月内，僧人都只能在寺庙做活动，肯定会需要大量蜡烛，为宣导佛家精神，传承佛家文化，东芭乐园特地举办这次活动，并出动9头大象，共同铸造蜡烛。
他还说，这次活动吸引了不少国内外游客的注意，东芭乐园也欢迎游客们共同参与铸造蜡烛活动，在蜡烛铸造成功后将会把蜡烛分送到当地的9个寺庙。

Coral reefs in severe state of degradation
Coral reefs at a popular marine national park, which covers the famous Phi Phi Island, have reached a severe level of degradation due to bleaching, a survey revealed.
"Bleaching has affected up to 70 per cent of the coral reefs around Hat Noppharat Thara-Mu Ko Phi Phi National Park. Of the affected corals, 47.52 per cent have died," a senior government official disclosed at an academic seminar yesterday.
Songtam Suksawang, who heads the National Parks and Protected Area Innovation Institute, described the situation as "worrying".
His institute conducted the survey between 2009 and 2013 across seven marine national parks and works under the Department of National Parks, Wildlife and Plant Conservation (DNP), which hosted the seminar.
The state of the coral reefs at Mu Koh Lanta National Park is even worse, with up to 80 per cent of them in a bad state. "Now, only 17 per cent of the corals are alive," Songtam said.
The survey also revealed that the size of living corals along Mu Koh Surin National Park had shrunk by 70 to 90 per cent, while those along Mu Koh Similan National Park had shrunk by about 40 to 50 per cent.
At the Moo Koh Chumphon National Park, about 70 to 80 per cent of the staghorn coral that were seeded as an experiment have also died from bleaching.
Coral bleaching emerged as a serious threat to Thailand's marine resources around 2010 and 2011, prompting the DNP to shut down at least 10 diving sites to prevent further damage.
Songtam said there were signs that reefs in previously shut down diving spots such as Hin Klang at Hat Noppharat Thara - Mu Ko Phi Phi National Park had recovered satisfactorily.
"Now, we plan to propose that the number of tourists is limited at each spot," he said.
He also suggested that clear diving tracks be built to ensure that divers do not get too close to the coral reefs and cause damage.
Meanwhile, DNP chief Manopas Hua-mueangkaeo said the number of visitors to national parks had risen by 8.2 per cent last year, and this year, the DNP plans to open marine national parks to tourists from October 15.

清迈夜间野生动物园主任萨挽昨天（10日）透露，该动物园又添了2只白豪猪（见下图），这是白豪猪的第5次生育，截至目前为止动物园内共有7只新生白豪猪。
萨挽说，该两只小豪猪是上月4日出生，目前还在母亲温暖的怀抱中，并将会在不久的将来与游客见面。这两只新生的小豪猪与他的兄弟姐妹一样，有着非洲白豪猪的特性。
非洲白豪猪，其全身刺为白色，眼睛红色，体长24-33寸，体重13-27公斤，是哺乳动物，能够游泳，一般是晚上出去觅食。每次生育1-2只，怀孕期为66天。白豪猪一般生长在非洲和义大利。
一般人认为，豪猪的刺具有攻击性，因为非常坚硬。其实，豪猪一般只会在受到共攻击时才将刺竖起来，起到自卫作用，豪猪是不会主动去进攻别人的。

American hacked to death over 51 Baht
A taxi driver hacked an American passenger to death with a machete on Saturday evening, after the man refused to pay a Bt51 fare and threw a coffee in his face. The suspect was later arrested and confessed to the crime.
Cherdchai Utmacha, 32, initially fled the scene at Soi Sukhumvit 85, after he attacked Troy Lee Pilkington, 51, on Saturday evening using a machete with a 16-inch blade taken from the boot of his taxi. The American had allegedly refused to pay the fee and walked away, believing he had been cheated.
Police arrested Cherdchai yesterday morning after staking out his apartment on Soi Chalerm Phra Kiat 46 in Bangkok's Prawet district. Cherdchai was arrested and charged with murder and carrying a deadly weapon.
v Quoting eyewitnesses, police said both men had scuffled after Pilkington threw the coffee in his paper cup at Cherdchai through the passenger side door window. Cherdchai had been yelling at the man to pay up. The suspect told police later that he took the long knife from the boot and confronted the American, but the victim attacked first.
The victim, a senior official at Caterpillar Thailand, sustained one deep cut to his head, one stab wound to the left side of his chest and two cuts to his left wrist. Paramedics later pronounced him dead at the scene.
Quoting the suspect, police said the taxi had been stuck in traffic near Sukhumvit 68, when Pilkington spotted that the taxi's meter was already showing a fare of Bt51.
The passenger accused him of rigging the meter and got out. Cherdchai said he was enraged and grabbed the machete, only with the intent to threaten him.
He said he later threw the knife into a canal in Samut Prakan's Bang Phli district and then threw his shirt away on Soi Kanchanapisek 45 as it was covered in blood stains.
Police gave no details as to whether they had retrieved the items for evidence.

Move to turn Phuket into Medical Hub
The Public Health Ministry is planning to launch a "One Province One Hospital" programme that aims to boost the quality of local hospitals and seeks to transform the island into a popular medical tourism destination, permanent secretary Narong Sahametha said.
On Friday, Narong led the signing of a memorandum of understanding between three public hospitals: Vachira Phuket Hospital, Patong Hospital and Thalang Hospital. These three institutions will collaborate and share resources with the purpose of improving overall quality under the motto of becoming "one hospital".
He said the plan includes a rotation cycle between the three hospitals, under which nurses and doctors will assist or get involved in skill-training exercises at the other two hospitals every week. This will help strengthen the weaknesses in each hospital. They will also work under a resource-sharing policy, where equipment and medical facilities will be lent or borrowed when necessary.
Patients will be referred to one of the three hospitals depending on needs. At present, only Vachira Phuket Hospital has a Hyperbaric chamber, used to treat patients suffering from decompression sickness. But Vachira lacks an emergency unit unlike Patong or Thalang hospitals.
Though Phuket has established itself as a popular holiday destination, the launch of the ASEAN Economic Community in 2015 will bring even more visitors. So, radical changes are being planned for the resort town, and the "One Province One Hospital" program is just a part of these.

洛坤办羊肉美食节 旨打造出口基地
洛坤府【Nakhon Sri Thammarat】府尹威诺昨天（4日）主持第4届赛羊及羊肉美食赛开幕仪式，并为12品种的羊肉进行评选。他指出，活动的举办是为了将洛坤府发展成为全国出口羊养殖基地，以迎接东盟经济共同体。
威诺昨天在洛坤府主持赛羊及羊肉美食大赛开幕仪式，此次活动于本月4-7日在洛坤府巴帕兰河流域发展基地举行，该基地养殖羊是皇家基金辅助项目之一。活动由洛坤府畜牧站、科技研究传授中心、洛坤府动物繁殖研究中心、泰南兽医研究发展中心、素叻他尼兽医研究发展中心和养样农户联盟共同推动。
举办该活动的目的是为了促进和复苏养羊经济的发展，优化养殖羊的品种、进行农业交流和养殖业交流，从而达到提高养殖能力和竞争能力的目的，进一步推动呵叻府成为养羊出口基地。本次活动内容包括12个品种的羊群品质综合评选、赛羊、羊肉美食大赛、畜牧业展览等。展览的内容包括8有关单位的工作成绩展、成果展示、地区特色、羊肉成色、动物健康发展、农业养殖及出售包括鸡、鸡蛋、猪肉、羊肉等肉食品。

举办该活动的目的是为了促进和复苏养羊经济的发展，优化养殖羊的品种、进行农业交流和养殖业交流，从而达到提高养殖能力和竞争能力的目的，进一步推动呵叻府成为养羊出口基地。本次活动内容包括12个品种的羊群品质综合评选、赛羊、羊肉美食大赛、畜牧业展览等。展览的内容包括8有关单位的工作成绩展、成果展示、地区特色、羊肉成色、动物健康发展、农业养殖及出售包括鸡、鸡蛋、猪肉、羊肉等肉食品。
洛坤府兽医站兽医挽妮女士表示，洛坤府养殖羊一共2万731只，养殖户有1889户，是泰南地区一个重要的养殖基地，除了满足当地民众的需求外，还将出口到泰南其他地区，供应清真食品加工需求。

呵叻府【Nakhon Ratchasima】本月20-23日将在该府的素娜丽纪念碑举办传统守夏节蜡烛花车游行活动，为此，该府直辖县农波龙寺内近日开始忙碌雕刻守夏节游行蜡烛花车，该花车将会在守夏节期间隆重登场。
农波龙寺蜡烛花车雕刻专家他那攀透露，今年该寺的蜡烛花车将采用5吨蜡烛雕刻而成，该花车的蜡烛价值超过70万铢，资金全部由呵叻府市府和民众共同捐款。
他说，今年的蜡烛花车雕刻的内容主要反映佛家历史传说，整个花车长逾18米，车头两边雕刻成迦楼罗巨鸟，并有3条巨蛇盘绕，而香车两边还要雕刻大象、以及其他鸟兽等，车尾还会雕刻皇上陛下的标志。目前该花车已经完成了70%，预计10天后正式完成雕刻。
呵叻府市长素挽表示，花车名字还没有起好，目前起的名字还不够响亮、气派。他还说，呵叻府守夏节活动将在本月20-23日隆重举行，而花车游行则会在22日进场，23日则是活动的高潮，民众将围绕花车举行一系列守夏节香烛法会活动。
他还透露，活动期间除了这辆超级大蜡烛花车外，还超过60辆蜡烛花车会参与游行，还会举办巡烛礼、蜡烛花车展示、地方歌舞、花车靓照竞赛等。

泰寮第4友谊大桥 延后135天启用
清莱府泰寮第4座跨湄公河友谊大桥未能按期建成启用，将推迟正式启用135天，直到年底也能通车，但目前已能促进该地区两国边境贸易。清莱府高层官员指出，未能按期完工是技术上的原因。
原订6月10日建成启用的清莱府泰寮第4座跨湄公河友谊大桥，由于施工进度迟缓，正式启用日期一拖再拖。该大标作为连接昆曼公路R3a路线的重要路段，据清莱府资深次长他瓦猜昨天（28日）透露，该大标启用日期已确定延后135天，即最快能在今年11- 12月期间正式通车。至于造成工期延迟的原因，主要是寮国方与该大桥相连接的两座铁桥目前完成80%的施工进度，而且受到水灾影响，导致已完成98%工作量的主大桥无法按期通车。
他瓦猜指出，泰寮两国内阁决议，该大桥必须是在全部建成的状态下正式启用，使昆曼公路实现泰寮边境路段的顺畅连接。目前有两国在该大桥处的边境贸易往来，主要依靠桥下的渡轮。也有少量居民从大桥上步行过境。
据悉，这座泰寮第4座跨湄公河友谊大桥共计投资14亿8650万铢进行建设，泰寮政府各出一半资金，并由中国铁路第5工程公司与泰国KRUNGTON工程公司联合建设，从2010年6月11日开始施工，原订去年12月10日建成启用，但因各方预算未到位等原因，工期出现拖延。这座大桥跨越湄公河部分长约480米，有4座桥墩插入湄公河中，桥上路面宽14.7米，分为两个车道。
清莱府清孔县海关官员颂拉猜指出，清孔县去年的泰寮边境口岸双边贸易额为120亿铢，今年头9个月双边贸易额已突破100亿铢，预计全年可望达到140亿铢。而泰寮第4座跨湄公河友谊大桥泰方的边贸口岸和海关办事处目前也尚未建成。

Thailand mulls health and travel insurance for tourists
Thailand has proposed to charge health and travel insurance on foreign tourists to ease the financial burden on its state hospitals.
Thailand’s Public Health Ministry on June 26 made the proposal at a meeting with representatives from the Airports of Thailand (AoT), the Royal Thai Police and various other government ministries.
Malaysian travel agencies welcomed the proposal to impose health and travel insurance on tourists although many of them were not aware of the proposal.
Deraz Travels and Tours Sdn Bhd manager Mohammad Imran said that it should be a good move by the Thai government.
“Travel insurance is a must for every tourist. I’ve advised my customers to take up travel insurance before they embark to another country.
“The Thai government must be doing this for security purposes and I laud such a move,” said Imran.
A source within the industry feels it may be unfair to the customers.
“Some of the customers buy travel insurance from us and if the government implements the travel insurance in the near future, customers might have to pay twice for separate insurance schemes,” she said.
Many tour agencies recommend that their customers take up travel insurance when they travel overseas especially to Europe and Asia.
According to the Bangkok Post, the ministry called a meeting with state agencies in January after the Cabinet wanted to set up a health care system for foreigners.
The government was concerned about the financial burden on the country’s state hospitals who provide free medical services to foreign tourists.
