大象岛吁政府续推动旅游特区
泰国东部哒叻【Trat】府大象岛【Koh Chang】县署政府计画发展该县成为特别经济区及旅游中心,迎接4年后的东盟经济共同体。
哒叻府大象岛县副县长威奈昨天(17日)透露,全球经济的衰退导致外国游客来泰旅游的人数有所下降。据观光及体育部报告显示,今年上半年来泰旅游的外国游客总计有1900万人,其中约30-40万人到大象岛观光,促使预计今年到大象岛及周边地区的外国游客人数将达100万人。
由于大象岛拥有美元专用区,促使每年的收入超过10亿铢。另外,特别旅游地区可持续发展管理机构曾于2004年将象岛规划成旅游经济特区,但由于政府的换届,导致该计画停止实施。因此希望政府加速恢复该计画的实施。
威奈指出,东盟经济共同体将于4年后正式成立,促使东盟成员国家融为一体,届时只需要一本护照就能在盟内10个国家自由来往,且无需签证。所以将刺激泰国各地旅游业的增长,包括大象岛等,因为从大象岛能够就近前往柬埔寨、越南及其他邻国。因此,大象岛有望成为将来东盟地区的旅游中心。
威奈透露,虽然象岛是一个知名的旅游地区,但因受经济影响以及岛内各方面的设备的老化,导致该地的旅游业难以稳定增长。为此,大象岛县署政府及业主将携手推动岛内旅游,促使各方面都达到标准水平。
另外,目前大象岛在基础设施方面也同样存在问题,例如马路过窄且严重受损,以及马路还无法围绕整个岛等,但地方政府没有足够的预算来解决这些问题,为此希望得到政府重视以及急速给予解决方针。

泰国当局说,几个月前在北部城市清迈离奇死亡的几名外国人和一名泰国导游,可能死于有毒化学物或杀虫剂。
泰国疾病控制署针对今年初六人死亡和三人病倒的案件展开调查后,于昨天发表调查报告。
当局说,分别来自新西兰、美国和泰国的三名女死者,“可能因为接触到杀虫剂致死。”
另两名死者是一对年迈的英国夫妇,当局不排除他们也是因为中毒而死。

曼谷诗丽吉皇后植物园昨天(10日)起,举办第5届奇花园艺展及泰国珍奇椰子展。该活动将为庆祝皇后殿下79华诞而举行,展出各类奇花异草直至14日结束。
曼谷副市长蓬贴昨天(10日)表示,本次艺园展览共展现11种竞赛花木,例如珍奇盆景与兰花等,同时展销各各种观赏植物,例如展示140种荷花,崇圣柚木林植树成果展,以及诗丽吉皇后植物园赏鸟摄影竞赛。
至于珍奇椰子展将展出各种椰子制品,包括展示苏梅岛训练猴子学校猴子摘椰子表演,农业专家将在会上举行「可持续发展的泰国椰子」学术研讨会。此外,该植物园内还展销曼谷知名餐饮商家们的优质美食。市政府还邀请民众在本月12日晚上7点时,一起到乍都节区诗丽吉皇后植物园参加恭贺皇后殿下79华诞烛光晚会。

碧萨娜透露,芭提雅是一座各方面设备齐全的城市,无论是地方场所、方便的交通,还是优美的环境地理以及是东部的经济中心。使得芭提雅成为很多外国电影制作公司都用芭提雅成为拍摄电影基地。本次签署项目主要目的是推动芭提雅成为国内及亚洲地区的拍摄电影基地,另外也使得创意经济得以发展,从而吸引更多的电影工业到芭提雅投资。

台湾鼎泰丰餐厅正式进军泰国,在新加坡「BreadTalk」集团经营下,计画5年内在泰国开10家店。 10日正式开幕的泰国首家鼎泰丰从5月开始试营运,吸引不少人大排长龙。
泰国鼎泰丰5月1日在曼谷中央世界百货(Central World)开始营业,10日正式举办开幕典礼,BreadTalk集团主席郭明忠、台湾鼎泰丰第二代传人杨纪华特别换上厨师外袍,在开幕活动上示范(手干)面皮、包小笼包,向泰国人介绍鼎泰丰小笼包制作过程。
杨纪华表示,鼎泰丰2003年在新加坡开店,接着在印尼、马来西亚、澳洲等陆续开店。
他说,泰国朋友之前就常问,怎么没在泰国开店?今年终于在泰国开店,让更多人可以品尝到鼎泰丰美食。
新加坡开店时,台湾鼎泰丰派出30名工作人员前往协助,泰国鼎泰丰开幕前,工作人员也前往泰国进行9个月的训练。
开幕活动上,杨纪华与郭明忠拿着(手干)面棍、秤子,告诉泰国媒体如何做出外薄内厚的面皮,杨纪华还传授泰国美食家包小笼包的技巧。
曼谷鼎泰丰的厨房也一样对外开放,隔着玻璃,顾客都可见到工作人员制作过程。
杨纪华当初告诉郭明忠「不要做,这一行很辛苦」,但郭明忠要他不要担心,因为他也是「辛苦卦的」。郭明忠说,2005年就曾和杨纪华提过将鼎泰丰引进泰国,现在终于如愿。
鼎泰丰在日本、美国、中国、新加坡、印尼、南韩、马来西亚、澳洲、香港都有分店,曼谷鼎泰丰是东南亚占地最大的分店,约有236坪。由于泰国消费相对较低,曼谷鼎泰丰价格也比台湾与新加坡低。

观光及体育部日前公布最新统计数据显示,今年7月份外国游客旅泰数量大增,超过150万人次,年比上扬18%,促使首7个月的外国游客总数突破1100万人次,年比增长26%。
观光与体育部旅游活动厅副厅长素蓬表示,泰国旅游业在经历去年政治动荡后,今年已经逐渐恢复。根据海关报告,前7个月,外国游客来泰旅游人数共计1117 万8275人次,年比增长26%。来自东南亚国家的游客增幅达到25%,其中涨幅最大的的国家地区包括越南年比上扬67%、中国升高56%、以及台湾提升52%。
7月份入境的外国游客数量达到151万5587人次,比去年同期增长18%。亚洲游客数量增长最大,游客数量涨幅前3大的国家包括马来西亚、中国和日本。由于今年3月份日本发生地震并伴随海啸,导致来泰旅游的日本游客曾一度大幅下降。所幸,日本游客自7月起开始逐渐增多,与去年同期相比增幅达到33%。
同时,受欧洲经济不景气及传统假期结束的影响,欧洲游客数量呈现下降趋势。其中纽西兰、澳大利亚减少7%,中东国家减少4%。
泰国旅游业协会政策负责人龚郭指出,泰国前7月游客数量相比去年出现大幅增长属于正常现象。根据20年来的数据统计显示,每次泰国因为灾难引起游客数量减少的年份,总会在次年出现2倍以上的增长。目前泰国旅游业年增长率维持在7%左右,相信在2013-2014年泰国旅游进入平稳期后,收入增长将会逐渐明显。

Ten more resorts have been ordered demolished for being illegally built on forest reserve land in Thap Lan National Park, bringing the total number of resorts to be dismantled to 25.

The resorts are in both Wang Nam Khieo district of Nakhon Ratchasima and Na Di district of Prachin Buri.
The Thap Lan National Park office yesterday posted a copy of the official order to demolish the illegal buildings at 10 more resorts located in both provinces, said Thap Lan National Park chief Thewin Meesap yesterday.
So far, only one resort owner had contacted the office to say he would remove the resort buildings by himself.
The Royal Forest Department (RFD) has also sought court approval to search 22 resorts in the Khao Pang Ma area in Wang Nam Khieo allegedly built on public land, said the provincial forest department chief Suthep Pawareswithayaran yesterday.
RFD officials yesterday accompanied an army of reporters to inspect 22 resorts and holiday houses in the Khao Pang Ma area.
Pusit Bhrommanop, the director of the RFD's forest land management division in Nakhon Ratchasima, said an investigation was under way to find whether the owners had acquired the land before Pa Khao Pu Luang was declared a forest reserve.
"If so, they will be allowed to stay until the [next] government comes up with a clear policy [about the issue]," said Mr Pusit.
He added that the survey found that 485 families had lived in the zone before the forest reserve was declared.
Maneewan Saengchan, who lives in a Khao Pang Ma village, said she was concerned about the forest officials' raids on the resorts and vacation houses allegedly built in the forest reserve.
'They didn't encroach on the forest reserve as there was a clear area between the forest and the living zone.
"We sold the land to them [the resort operators] since we couldn't make a living from only planting crops.
"We needed to sell the land so that we would have the money to pay off our huge debts," she said.
In another development, the Public Sector Anti-Corruption Commission said yesterday it would launch an investigation into alleged encroachment on more than 3,000 rai of public land in Sung Noen district.
The commission would next week go to the district to inspect the Sor Por Kor title deeds issued to the current owners of land plots which were suspected of being issued unlawfully, said Ampon Wongsiri, secretary-general of the PACC.
A preliminary investigation by the PACC showed more than 1,200 rai of the land was rented out to villagers and the land was owned by relatives of certain local politicians, he said.
The scope of the PACC's investigation into the alleged land encroachment extended to the role of the government officials who were probably involved in unlawfully issuing the title deeds, he said.
The PACC would also send another team to investigate an alleged land encroachment case in Prachin Buri's Prachantakham district where at least 22 plots of land were illegally owned, said Mr Ampon.He said title deeds had unlawfully been issued to the owners of the land and they must be revoked. But the revocation process had not made much progress so far for reasons that the PACC would have to determine.

泰国防灾减灾厅3日指出,连日来席卷泰国15个府的热带风暴「洛坦」已经导致17.9万人受到洪灾影响。夜丰颂【Mae Hong Son】府3日因强降雨引发山体滑坡,有3人在这次灾难中罹难,当中包括两名男童。截至3日,已有5人在7月31日开始的这轮洪灾中丧生。

据泰国官方公布的统计,「洛坦」给泰北部和东北部地区带来强降水,造成217间房屋损毁,近4.8万公顷农田被淹,264条道路、20座堤坝和29座桥梁受损,受灾人口达17.9万人。气象部门预测,风暴经过地区将出现大范围降水,易引发泥石流和山洪等地质灾害。

泰国防灾减灾厅3日指出,连日来席卷泰国15个府的热带风暴「洛坦」已经导致17.9万人受到洪灾影响。夜丰颂【Mae Hong Son】府3日因强降雨引发山体滑坡,有3人在这次灾难中罹难,当中包括两名男童。截至3日,已有5人在7月31日开始的这轮洪灾中丧生。
据夜丰颂府尹称,山体滑坡袭击了11户人家,造成3死12伤,另有4人失踪。从31日开始的这场强降雨,致该府540间房屋被洪水损坏。该府已设立救灾避险中心,以帮助有需要的受灾民众。
素可泰【Sukhothai】和乌隆【Udon Thani】府3日还各报告1宗因灾死亡事件,帕府【Phrae】报1人失踪;帕府有6个县被宣布为灾区,受灾人口达2.5万余人,清迈府16个县被宣布为灾区。
帕府、清迈【Chiang Mai】、喃邦【Lampang】等府有8家医院和公共卫生中心被洪水淹没而被迫关闭。教育部基础教育局称,泰北部和东北部各府有80多所学校受到洪涝灾害影响,其中有27所学校被迫关闭。
即将离任的内阁总理阿披实3日召开电视会议,与遭洪水重创的素可泰府府尹等地方官员研商有关救灾事宜,他吁请各地方当局及时制定出纾解民困的措施。
7月31日开始,受热带风暴「洛坦」影响,泰国北部、东北部及东部地区出现了一次大范围强降雨过程,上述地区有14个府遭受了洪涝灾害袭击。
据泰国官方公布的统计,「洛坦」给泰北部和东北部地区带来强降水,造成217间房屋损毁,近4.8万公顷农田被淹,264条道路、20座堤坝和29座桥梁受损,受灾人口达17.9万人。气象部门预测,风暴经过地区将出现大范围降水,易引发泥石流和山洪等地质灾害。

Director-general Wiboonpong Sanguanpong said the tropical storm caused heavy downpours in the North and upper Northeast, with flooding in 15 provinces.
One person was killed in an accident related to the storm in southern Udon Thani province.
Altogether, over 179,000 people from 40,000 families in 97 districts of the 15 provinces had been affected.
The floods damaged 217 houses, 29,500 rai of farmland, 264 roads, 20 local dams and 29 bridges, Mr Wiboonpong said.

SRT suspends all north-bound trains
The State Railway of Thailand has announced that it will temporarily suspend all north-bound train services after tracks were submerged under floodwaters triggered by the tropical storm Nock-ten, which has since weakened to a low pressure area.
Four express and special express trains scheduled to leave Bangkok for Chiang Mai between 6pm and 10pm had to be cancelled late yesterday.
The cancellations came as water levels had not receded and several sections of track were still submerged.
At 5am yesterday, the track between Ban Pin and Pha Din stations in Lampang was reportedly around 15 centimetres under water, so a free-of-charge Chiang Mai-bound train had to stop further south at Den Chai station in Phrae province.
Passengers on board were asked to make their own travel arrangements after disembarking at Den Chai.
Highways Department director-general Veera Ruangsuksriwong, meanwhile, said floods have inundated roads in Nong Khai, Udon Thani, Bung Kan, Chiang Mai and Phitsanulok.
The department initially estimated the cost of the damage at 80-100 million baht. The most severe damage was on Highway 1230 Chiang Mai and Highway 1234 in Phitsanulok, Mr Veera said.
The Public Health Ministry yesterday set up a working panel tasked with following up on the flood situation and reporting back on a day-to-day basis.
Permanent secretary for public health Paijit Warachit said the agency had prepared 250,000 medical kits for distribution to flood-hit people if needed.
The ministry recently gave 5,000 medical packages to each provincial public health office.
Dr Paijit had instructed health agencies in flood-hit provinces to arrange mobile medical units which offered free health treatment services for people in the flood-hit areas.
He said some health officials were also told to counter possible outbreaks of flood-borne diseases such as leptospirosis, cholera, diarrhoea and typhoid.
Nock-ten weakened to a tropical depression and subsequently to a low pressure area as it moved over Laos and then entered upper Thailand on Sunday, causing incessant rain in vast areas.
Torsak Wanitkhachorn, director-general of the Meteorological Department, said Nock-ten had petered out as of Sunday, with the heavy rains currently being endured in Bangkok, Tak and Mae Hong Son provinces caused by the influence of the seasonal monsoon.
The seasonal monsoon was expected to ease in the next few days, said Mr Torsak.
Outgoing Prime Minister Abhisit Vejjajiva yesterday called a special cabinet meeting to discuss the effects of Nock-ten.
Mr Abhisit also invited the director-general of the Department of Disaster Prevention and Mitigation Viboon Sanguanpong to update his cabinet members on the floods, which have now wreaked havoc in several areas of north and northeastern Thailand.
Mr Abhisit yesterday instructed provincial authorities to use emergency budgets for immediate aid to people affected by storm Nock-ten in several provinces.
In Udon Thani, a 41-year-old man identified as Thongluan Yothakul, who lives in Lum Huay Som in Nam Som district, drowned on Sunday night.
Witnesses said Thongluan fell into the river after the bank he was standing on subsided.
No one dared to attempt to save him because of the strong water currents.
In Phrae, overflows from the Yom River have inundated riverside communities and farms in Sung Men district.

提拉春表示,于昨天(1日)召开的曼谷高层主管会议中,决定在皇家田广场于本月9日再次开放后,需要使用这座广场举办各类活动者,必须事先向市政府申请以获批准。普通民众能够像往常一样到皇家田广场休闲,或者参加体育运动放松身心,但禁止在皇家田广场内摆摊销售商品﹑停车以及露宿。
市政府将于每天早上5时起至晚上10时开放皇家田广场给市民进入,并且民众可24小时使用广场中央的一条道路,该道路的两端分别是法政大学以及最高法院。
至于举办政治方面的活动,在此前市政府计画将划分广场北端的区域,以部分提供给各界举办政治活动,但艺术厅不同意以上方案,认为应该维持皇家田广场的美观整洁。因此,曼谷市政府授意相关法律部门,研究与使用皇家田广场相关的法令,并搜集各类资料,以修改申请使用皇家田广告举办各类活动相关的法令。
据悉,市政府可能按照「古迹管理条例」的规定,处罚违法侵占皇家田广场的业者或者个人,该法律规定,违者将被处予10年有期徒刑或者最高100万铢罚款。

芭提说,相信2011财政年廊曼机场的乘客人数将达395万人,年比提高44%。在此前,AOT使用国际第一航厦作为国际包机乘客的候机楼,因此,此次转移,AOT将使用该候机楼北端的空间来提供给国际航班旅客,而南端约5万9495个平方米的空间将提供给国内航班。
芭提指出,国际第一航厦每年可承受1600万人次的客流量,而原有的国内航厦的可用面值仅4万1667平方米,仅能应对1100万人次的客流量。为此,机场已经把1号楼的服务区进行规划,既3楼作为出境办理区,1楼作为入境办理区。另外国内乘客及国际乘客都用同一个出入区的候机厅,并且所有服务设备都已齐全。
据悉,今天(8月1)飞鸟航空(Nok-Air)将有3个航班在上午6点进行首飞,分别为飞往洛坤府(Nakhon Si Thammarat)的DD7804次航班、飞往邬隆他尼(Udon Thani)府的DD9200次航班、以及飞往邬汶叻他尼(Ubon Ratchathani)+府的DD9310次航班。另外,泰国东方航空(Orient Thai Airlines)也将于早上7点40分发出飞往董里(Trang)府的OX8281次航班。
